mr. mckinley: thank you, mr. chairman. let me just build a little bit on some of the remarks that were made earlier about some of the credentials of several -- peter welch and i have had a wonderful working relationship. we both -- we chair the efficiency caucus. we put language into the current energy bill that we're waiting to see what's going to happen in the senate. we've been to the white house for signature on energy efficiency bills. this is something i think he and i really grasp fairly well with this. back when i was in private practice in engineering we designed some of the first leed-certified schools and office buildings in west virginia, working with tonko over in energy efficiency, with the turbans, create electricity to make that more -- turbines, create electricity to make that more efficient. energy efficiency is one of the primary -- areas i like to play with and get involved in. i get to a point -- there's a vast difference dish want to play it back a little bit on what my colleague and good friend, bobb
