mr. mcmaster. >> our next question comes from the voice of the voter project. there would like to know what you would do to better educate the people of south carolina? >> good question. that is where we are really falling short. unfortunately, our education system from top to bottom is dysfunctional. there is very little accountability. i am for choice in education, good schools and new ideas. here is the problem we have. if we have a governor that wants to do something about education, he has no direct authority other than the ability to veto. we had a superintendent that is elected separately that may or may not agree with the governor. he does not have power over the 70 members of the board of elections which are elected from around the state. most people do not know who is on the board. below that, there are 86 school districts. they do have some authority but they are not compelled to do much from above. below that you have the principals and teachers. that is where the rubber is meeting the
