mr. mcnerney, for one minute. the speaker pro tempore: the gentleman from california is recognized for one minute. mr. mcnerney: madam speaker, i rise in support of the american clean energy and security act. i'd also like to thank chairman waxman and chairman markey for their leadership on this issue. before i came to congress i developed new energy technologies, and i've seen firsthand these industries develop by leaps and bounds the economic benefits of the american clean arge and security act will be profound. the bill will create jobs across the country in fields as divess as construction, engineering, education and others. these jobs will lay the foundation for long-term prosperity. the american clean energy and security act is also a serious commitment to combating climate change. it's long past time for our country to lead in addressing this threat. fuel emissions will be cleaner, healthier, air for our children and our grandchildren. i'm also proud that the legislation includes key provisions that i wrote

mr. mcnerney for his questions. >> thank you mr. chairman. i was expecting you to recognize mr. inslee. >> he has started in recognized for his first round so i think is appropriate for you to be recognized. >> first of all i want to thank chairman wellinghoff for his hospitality this week and i think your testimony was rational. i noticed one thing though, you are seeming to advocate that the fed has a significant large role in the state regulators were all saying well, the state should have a larger role and the fed should have a littler rules so i guess that is not too surprising. i wanted to ask you though do you think that the u.s. faces significant technical hurdles or do you think it is mostly political hurdles to improving our national grid? >> thank you congressman mcnerney. first, on the issue of the federal role, i really believe that we should primarily defer to the states. i think what we need is to have federal pressure to insure that the states can move forward wit interconnect white regional planning, citing in cost allocation but i largely agree with commission
