supervisor mirkarimi: mr. president, mr. mayor, it was a dark and stormy night -- just kidding. san francisco and other local governments have struggled and are continuing to struggle to find legislative approaches to help people at risk of foreclosure to stay in their homes. meanwhile, state and federal initiatives have proven ineffective in helping protect homeowners who would like to at least have one last attempt t riage the situation. are there any plans within city hall of developing proposals that might help us at a municipal level since we're not getting too much assistance from state or federal in addressing this issue? mayor lee: thank you, supervisor mirkarimi. the foreclosure crisis was a relatively concentrated issue and particularly impacted latino and african-american homeowners. many of these households were victims of predatory lending practices that were part of the drop in home belly prices from 2007 through 2009. our problems were modest compared to the central valley, the inland empire, and other states. for that reason, the city of san francisco did not rec

supervisor mirkarimi: thank you. i'm wondering mr. d a, your predecessor made a point of reentry part of the administration. one program was back on track. i did not see too much information so i was just wondering if you would like to speak to that? >> we are fully committed to back on track. we're looking at a much broader base assessment of not only reentry but getting more sophisticated about the way we offer pleased to the defense side to come up with a different type of outcome. one of the things we're doing is we are working with the department to make different approaches in the way we handle our cases. our goal was twofold -- first to race -- to facilitate reentry to those cases of becoming a for realignment are back into our community. the second goal is to reduce the number of people we sent to jail or state prison. the overarching go is to reduce recidivism. -- the overarching goal is to reduce recidivism. it is a program that has had great success and we believe we can start taking risks here. offenders, trying to put an

mirkarimi? >> afternoon, mr. public defender. the state's prisoner realignment, watershed is a good characterization. is if anticipating some of the realignment? >> the legislation was not funded, as you know. until sacramental decides what they are going to do with the funding, it is not clear what finding they will be for the various criminal justice programs. there is no funding set aside for either the district attorney for the public defender representation. that is a problem. i don't know who drafted the legislation, but the details left that out. even though there are huge responsibilities pursuant to realignment including representing parole or probation revokcations. there are literally over 100 changes in statutory law that are affected by realignment. we are in a process now of putting together a proposal with the probation department that will outline all of the needs of the various departments. that plan will be forthcoming. sacramento needs to pass a budget and to move forward with some level of funding. >> thank yo

supervisor mirkarimi: thank you, mr. president and colleagues. we recognize great city employees that are on because of retirement. today, i want to recognize individuals with the share of's department. the echoes of lung curriers are best left to retirement parties that we know will happen on friday. what makes this recognition a little bit different, they are married. the bid and the share of's department for over 50 years. if i can bring them up, it will be wonderful. they joined the san francisco sheriff's department in 1990 and is known for his ability to embrace and implement the new. he helped organize the work flow program. responsibility for it was transferred in the early 1980's. he was on the team that implemented the work alternative program. among the first program to offer an alternative to incarceration. he was chosen to be on the transition team. designed specifically to incorporate the principles of direct supervision. the department's first jail. he was among the first to join the elite services units and is revered for his exce

secretary: we have a presentation from supervisor mirkarimi and i have public comment we received a few moments ago. president o'brien: welcome. >> mr. president, honorable commissioners, good evening. ross mirkarimi, supervisor of district 5. this legislation simply aims to provide opportunity for artists and musicians and for cafes and restaurants where opportunity had not existed before or where there were prohibitions on cafes and restaurants in their inability to be able to afford the limited live performance permits because of how cost prohibitive those permits are. for a number of years, our office, as well as, i believe, many other supervisor offices, have entertained and fielded heavy demand by residents and by merchant owners who would like to see as much of an enterprising attitude in had their particular neighborhoods to allow for cafes and restaurants to be able to afford the permits that otherwise have been very expensive and usually assigned to the cost scale of the much larger venues who can afford them because there's only a one price size that fits all. that price has discriminated against the small business operat

supervisor mirkarimi: thank you, mr. chair. i appreciate part two of this report and mark row scopically speaking, i think the report has been helpful overall in the city's ability to move forward in its consideration of how it wants to, i think, continue -- seriously considering continuing its relationship with ricology based on information that was not there before us in the past. with the juncture that the city has met, in consideration both the lant phil contract that is before san francisco, and the strategy that is to help expedite that transportation and delivery of that contract, and the consideration that has come up because of the land phil -- landfill contract, new issues have percolated forward as to how the city can now imagine and reimagine its relationship with its waste hauler contractor. in the past, many of these issues were not as well delved into as have been recently. what that does is it takes our prospective relationship with them to a whole new level. as referenced by one of the comments, on the question
