this time, and mirkarimi mr., your first -- this time, and mr. mirkarimi, you are first. do you know the current policy on visiting rights? and would you change them? >> yes, actually, i would. i have been out there on cold days. i see families and friends lined up outside of the jail system, who are essentially somewhat being mistreated and is respected while they are waiting to go inside to visit their families and those who are incarcerated. yes, there is somewhat of a distinction and stigma inside the system itself. i also worry that we are not trying to foster federal relationships in harmonize relationships. especially as we help people reintegrate effectively without repeating the crimes back into the communities that they come from. starting with making sure that there is a more accommodating and hospitable situation. >> mr. miyamoto? >> our current policy is visits on weekends and holidays. this does create operational issues. we have separate ways to sign up. on the phone, and in person. i believe in expansion. visits go beyond just these kinds of meetings. ofte

mr. mirkarimi. >> i do not think it is a $1 million shortfall, it is $3 million. if all of the prisoners are delivered for this coming year, that is what the shortfall will be. as one who offer the supplemental, we will be prepared. i just offered another piece of legislation giving probation to the largest staff in the history of the park. i believe that we need a forceful, a vigorous advocate. four years ago i went to the governors head of cbcr, and we cajoled and lobbied hard. not looking at the state population or high risk population. me, go to sacramento twice, with other people, secure that, putting the sheriff's department on the map. that is how nova got started. >> to focus on a question regarding how we will deal with this shortfall, i believe that what is important here is the balance that we have alternatives to incarceration. it is not just about having people coming into the system, it is about people coming into the system. we are not just pretrial people after 60 days. also for people but are sentenced, as a part of the transitional process. and w

mr. president. supervisor chiu: this is passed on first reading as amended. >> item 26. ordinance aed mending the administrative company regarding the adult probations department and their post release supervision program. supervisor chiu: supermirkarimi? supervisor mirkarimi: thank you, mr. president. colleagues, for months we have been hearing about state prisoner realignment. the committee from the board of supervisors and this body has advanced pieces of legislation in installments that presents france for what will be an unprecedented event october 1. every county in california will be severing back state prisoners to its jurisdiction. 42,000 prisoners are being returned from the state. san francisco's allotment per-capita will be one of the smallest. the number we are receiving is approximately 650. it starts october 1st. san francisco is in a better position than most counties because of the realignment plans and steps for preparation that have been underway. we are one of the few counties in the state that is experiencing under crowding. so that gives us a leg up compared to many counsel. we are in a position that we must advocate vociferously and vigorously for more funding because the money coming with the prisoners is about half of what we need.
