mr. barr: that's a great question. these various systems of finance -- and also crypto are not viewing predominantly set up to serve in our -- low and moderate income households. it is not primarily a financial access. and, even worse, in some cases, where it is reaching individuals of certain needs, they are potentially subject to met -- misrepresentation and fraud and theft and assets. and wild gyrations of asset values of cryptocurrency. so it is currently constituted -- and not really serving that purpose for that market. that being said, the underlying technology will be used for the purposes of expanding access for lowering the cost of financial services for competition. so there is a large gap between the idealized form of what might happen with lower-cost sailing -- payment system and what we have in the crypto markets which is not that. so, to answer your question, when we think of the financial access issues and the first-hand ways to do that -- do not start with crypto. >> you mention stable coins in your remarks and -- two questions on that. one is, is there anything that could be done to regulate stable coins short of legislatio
