the clerk: the senator from kansas, mr. moran, proposes an amendment numbered 987. mr. moran: i ask that the reading of the amendment be dispensed with. the presiding officer: without objection. mr. moran: thank you very much. i was on the floor a little bit earlier today describing this amendment. i'll do so very briefly. this is an amendment to the farm bill that deals with a crop called alfalfa. one that is grown and produced in most states but often not known a lot about as we discovered in this farm bill discussion. and what we know about this crop, it is so important, used in many ways to feed cattle and produce milk by immediating dairy cattle, and so it's a very important component in the livestock industry and valuable for feed for both cattle for meat consumption and cattle for dairy consumption. and this crop is -- there's a real challenge in getting crop insurance available for this crop and so what this amendment does would require the federal crop insurance corporation to conduct research and development regarding a policy, an insurance policy to insure alf

mulvaney, mr. moran, and mr. woodall. i'm very pleased it has the support of the ranking member of the armed services committee, mr. smith. this amendment is about truth in budgeting and making sure our military has the resources it needs to prosecute the war in afghanistan and overseas contingency operations. the defense department budget is split into two parts. the base budget for ongoing operations, and the part of the budget for the war and overseas contingency operations. what this budget does is provide the military with exactly the resources they say they need in fiscal year 2014, for the overseas contingency account. in fact, on wednesday, secretary of defense hagel and the chairman of the joint chiefs of staff, democracy, said -- dempsey, said what they needed was what would be provided as a result of this amendment. the problem is the underlying bill added another $5 billion, and this is becoming a slush fund, madam chairman. i reserve the balance of my time. the chair: the gentleman reserves the balance of his

mr. moran: thank you, mr. chairman. rise in support of this amendment because it would improve the environmental quality incentives program by targeting support for the smaller and mid sized farms where the investment will buy a bigger bang for the buck. just 1% of agribusinesses get more than 20% of eqip payments and about 70% of that funding is used to build structures to store manure, lay pipeline, purchase sprinkler systems. this doesn't to anything to prestrict large farming operations. the limits in this amendment would have affected less than half a percent of eqip contracts between 1997 and 2010, where we have statistics. our limited federal funding, i think, would be better targeted by helping small and mid sized farms engage in more sustainable packtieses such as transitioning to methods that use fewer antibiotics and pesticides. i think it makes sense to target where we can get the bigger bang for the buck because more intensive production practices pollute the air and diminish the quality of the soil, placin

mr. moran: thank you, madam chair woman. chairwoman, i don't have any sugar manufacturers in my district as well as sugar cane. but all of my constituents and every constituent of every member of this body pay a share annual food illion tax on consumers. so it seems to me that's what this is about, and to go from the personal to the national, according to the u.s. department of commerce, for each sugar production job saved this sugar program has eliminated three jobs in food manufacturing. three jobs lost for every job saved. so if we're really about creating jobs and not losing them, we ought to reform this sugar program. current policy keeps sugar prices higher than the world market price, and that encourages food manufacturing jobs to move offshore. as a result, between 1997 and 2011, 127,000 jobs were lost in segments of the food and beverage industries that use sugar to make their products. i reject, madam chairwoman of ving $239 million from sugar to ethanol mandate. the chair: the gentleman's time has expired. the gen

mr. moran: thank you, mr. chairman. what this bill does could have very serious consequences to at least part of the virginia shore. by looking at multiple sales you lose sight potentially of the impact of individual parcels. or example, the close-in parcels could have adverse impact to the tourism industry in virginia beach. her parcels would affect the absolutely essential shipping channels to baltimore and hampton roads. other channels would have a very serious and consequential impact upon the navy to use that area off virginia shores. other parcels would have an adverse impact upon the fishing industry and so what we are suggesting is to look specifically at these individual parcels. you look at the entire broad scope of these sales and you're going to lose sight of some of the very serious adverse consequences, so we would urge adoption of the amendment and rejection of the bill. thank you. mr. hastings: i reserve the balance of my time. the chair: the gentleman reserves. the gentleman from florida. the gentleman

mr. moran: first of all, i have great respect, even affection, for the chairman of the subcommittee and the ranking member and their exemplary staff. but section 413 of this bill, mr. chairman, would prohibit funds to construct, renovate or expand any facility in the u.s. for the purposes of housing guantanamo detainees. according to a recent g.a.o. report, there are prisons in the u.s. that could hold the guantanamo detainees as safely and securely as the security conditions at the guantanamo facility. the department of defense and the department of justice both operate detention facilities comparable to guantanamo bay and currently hold convicted terrorists and other felons connected to terrorism. the g.a.o. report, however, noted that existing facilities would need to be slightly modified and current inmates would need to be relocated, perhaps. but this would prohibit that. the fact is that i can't imagine that there are members of the chamber that believe that indefinitely detaining individ
