mr. moran: mr. president, thank you. on the 56th anniversary of the supreme court decision brown csrs board of education, i rise to pay tribute to kansas families led by the browns and all kansans who took part in the challenging -- in challenging the injustice of racial segregation. for 60 years leading up to brown, much of america adhered to the supreme court ruling in plessy v. ferguson that established the doctrine separate but equal. but when applied to our school buildings and the education of our children, nothing about it was equal. in 1951, linda carol brown was in the third grade and should would walk six blocks a bus stop take -- that would take her to monroe elementary, more than a mile away from her home. this despite that sumner elementary was just blocks from her home. the browns and other families were rejected because of the color of their skin. in that year, 13 parents led by linda's father oliver filed suit against the topeka board of education on behalf of their 20 children. comb

senator moran. >> mr. chairman, thank you very much. thank you for our panel for being here. i was involved when the committee passed legislation to reform, to alter dodd/frank. it occurred on a straight party line vote, every republican voting yes, every democrat voting no. it became clear to me that the opportunity to actually make some substantive changes in the regulatory environment for lenders would not occur. there weren't 60 votes on the floor of the united states senate to accomplish that. we then spent two years trying to figure out among republicans and democrats on this committee what we could accomplish. the end result was 2155. i was pleased for what i thought would be the outcome of 2155. its consequences upon those who lend money to more importantly, the lenders, those who are the recipients of the credit. unfortunately, when i talked to kansas lenders today, and asked what was the consequence of 2155, it's a bit of a shrug of shoulders. hope that something is going to happen. we haven't seen much relief. i was also pleased to see that republicans and democrat

mr. chairman and thank you all for being here today. i would like to follow up with something that senator moran said. i will be very charitable and call it a question. like the other side of the aisle, i am also very concerned of the future of rural america and agriculture in this country. times are tough, the future is bleak, and i think struggles and rural america are great and they are because of agriculture being so victimized by nature and fluctuating markets, but i would also add a couple of things. number one, it is not just natural disasters, it has congressional disasters when we can't find supplemental aid to help these people and can't but the congress, the administration cannot but their politics aside to get some aid to these farmers and folks who need it desperately. and the other thing is the markets that are leaving tariffsbecause of the chinese terrorists. that is a huge problem and we can have -- chinese tariffs. there is a lot of reasons, and i agree with senator moran about the relationship banking. i'm a big proponent of that. so now that i have gone through with my question, on
