mr. moran's grievance proceedings, did not exhaust all internal remedies available.e have an internal grievance procedure, and she skipped it. >> they skipped their own procedures and that's actually what the plaintiff argues here. this case comes down to a really simple fact, professor gave basic simple instructions to a student who didn't follow them and then failed the final because the student can and follow the instructions as alleged in this complaint, and if that is the case, the university has a procedure, image rated procedures to follow, which were not done. the professor actually did the student a favor at the request of the dean and graded the paper after saying she wouldn't grade it, and gave the student a c-. in the student wasn't even happy with that and complained with a provosts who didn't follow the procedures at all, allegedly didn't invite the professor to participate in some of the procedures that properly follow. this is a breach of contract. the profession is to teach students how to follow the rules, that is life, especially in the business la

mr. moran? >> so, as stated earlier, this grant is also part of the 2012 clean and safe neighborhood park bond, mcclaren park trail project. we had, as i stated earlier, the intention of us to leverage the park bond with state, local, and private funding. and in 2018, the recreation park department applied for a habitat conservation fund program grant for the visitation avenue corridor trail. the department was awarded the grant in 2019. so the $207,000 would fund the construction of a new multi-use trail that is adjacent to visitation avenue within mcclaren park. as this project -- we have not -- okay, this project is scheduled to start in the fall of this year, and for that reason, we are bringing the legislation back to the board of supervisors, and we are requesting that the board of supervisors retroactively authorize the recreation and parks department to accept and expand the california of parks and recreation conservation fund grant in the amount of $207,000 to support the visitation ave

the clerk: the senator from kansas mr. moran proposes an amendment numbered 3795. mr. moran: mr. president, there is no denying we have a humanitarian crisis at the southern border. i have witnessed this personally. just last month customs encountered 200,000 individuals attempting the dangerous and deadly trek across the southern border. at least tens of thousands of these individuals have been released into our country without an official court date. the biden administration's rollback of immigration laws have left our law enforcement with the impossible task of trying to slow the flow of legal crossings while also attempting to stop drugs weapons and human trafficking entering our country. my amendment simply states that we must enforce our existing immigration laws to address the humanitarian crisis and to increase resources for smart and effective border security, improve asylum processing, and reduce immigration court backlogs. voting no on this amendment signals a refusal to acknowledge we have a humanitarian crisis on our southern border and an unwillingness to support ou

mr. padilla: i thank senators lankford, moran, schatz, feinstein and smith for joining me in this effort. madam president, tribal communities face grave and unjust disparities in access to all kinds of infrastructure, but the disparities and access to health care and health infrastructure are increasingly stark. this amendment is very simple. it's common sense, in my opinion. it's a technical fix that would allow urban indian organizations to use the indian health service funds that they already receive for infrastructure and facilities improvements. so i want to be clear. this amendment would not give urban indian organizations more funding or take away funding from anybody else. it would simply give them additional flexibility to use the funding they already receive for necessary infrastructure improvements. urban indian organizations provide culturally competent care for over 70% of american indians and alaska natives who live in urban centers. many of those served in -- many of those served live in low-income medically underserved areas. according to recent congressional testimony fro
