mr. mullin of oklahoma. the chair: pursuant to house resolution 303, the gentleman from oklahoma, mr. mullin and a member opposed will each control five minutes. mr. mullin: i thank champlee kline for working with my office on several provisions that affected the program. is bill goes a long way to affect the aid program. and working with my office on a provision related to heavily impacted school districts. my amendment would strike the language in the bill that would make payment of a school district in one or both eligible for payments as individual local individual agency but not when consolidated. this provision would make the ineligible consolidated schools be eligible to receive funding. this requires limited funds to stretch even further. this amendment would remove the text allowing school districts to adjust their student counts mid-year. it puts a strain on straighting the funds which could delay payments to our school districts. schools are allowed to adjust their counts only annually. this amendment would take the current instruction program and make it a competitive grant
