mr. murphy: thank you, mr. speaker. tonight i'm joined by a number of members here to talk about one of the most insidious problems our nation has faced in a long, long time. it's a problem of opioid abuse. we are in a crisis mode. we have now reached the point where we will have more deaths from drug overdoses this year than there are named on the vietnam memorial wall in washington. there's almost no county, no state in america that's not affected by this. some areas have much, much more. places in eastern kentucky, southern west virginia, up the ohio valley, places in new england and out west have seen this as a growing problem as death rates rise. there are things we can do about this but in order to make some discussion of what we can do about this, we're going to talk about how we got to this problem and then what we can do to go beyond it. i want to start off by recognizing the chairman of energy and commerce committee, greg walden of oregon, to talk about what this means just in one state alone, the state of ore

mr. murphy, for five minutes. mr. murphy: thank you, mr. speaker. last week's shooting in alexandria left our friend and colleague, mr. scalise, badly wounded. two brave u.s. capitol police officers and a young congressional staffer were also injured. we continue to pray for their quick and full recovery. i know the other members, other staff members, their friends, their families have been affected by this too. too often a shooting or some other traumatic event, we focus on those injuries that are physical, the ones we can see. we're forgetting about the injuries we can't see. i continue to practice psychology in the navy at walter reed hospital in bethesda who -- and help those who suffer from ptsd and traumatic brain injury. some have come close to committing suicide. these brave men and women fight every day against the horrific imannals that replay in their minds. the wound is invisible. the damage is often long term. but since last week i thought about other groups who witnessed trauma in their homes and in their neighborhoods. these are the f

mr. murphy: there is a different president today, but there is a different policy and that's what this resolution is about. let me be very clear about what we are talking about here today. senator graham would have you believe that we are about to vote on the entirety of the $110 billion in arms sales that was proposed, that was unveiled by president trump during his visit to saudi arabia. that is not the case. we are voting today on $500 million of that $110 billion sale. you can still be friends with saudi arabia and sell them $119.5 billion or $109.5 billion worth of arms rather than $11 0 billion worth of arms. the arms we are talking about, precision-guided missiles that will be used to perpetuate the saudi arabia bombing campaign in yemen were the specific set of weapons that the obama administration refused to transfer to the saudis at the end of 2016. we did not take a vote on this in 2016. we took a vote on a different arms sale, but it is not simply that there is a new president and democrats are objecting to arms sales that president trump is moving forward with. it is that we have a n

mr. murphy: thank you, mr. president. i want to pick up where my colleague from hawaii left off. there was this wonderful analogy that president obama used after the 2016 election, as you can imagine, mr. president. democrats were pretty dejected the day after, and president obama put it pretty simply. he said, listen, just remember these elections are intramural scrimmages. we put on temporary pennies, republicans and democrats, but in the end we all belong to the same team. we're all americans. and elections and legislative fights are just temporary skirmishes before we recognize and realize our greater identity, which is that we have this commonality. clearly that's not what the american people see here. they think that our primary identity is our partisan identity. and there's a lot of days in which we give them fodder for that belief. but it really is amazing when it comes down to it that when you think about the health care system, we do have the same goals in mind. there are actually lots of other issues in which we don't have the same goal. republicans want to go left and

mr. sanders: i rise to speak in support of the murphy-franken resolution of disapproval and to outline my concerns for the unfetted sale of arms to the saudi arabia. -- creating new opportunities for iranian intervention. in addition to be morally indefensible and strategyally shortsighted, the trump administration's unconditional support for the saudi coalition including billions of dollars in on sales risks dragging the united states into yet another war in the middle east. mr. sanders: these are the reasons i strongly support the resolution of disapproval offered by my colleagues and their effort to block some of these arms sales to saudi arabia. but, mr. president, i also think it is long past time that we begin to take a very hard look at our relationship with saudi arabia. this is a country that is run by a hereditary monarchy, hereditary monarchy in which women are treated as third class citizens. i would just like to mention for a moment the case of lujane lul, a human rights activist who was arrested on june 4. she has been an advocate for women's rights in saudi arabia. in 2014

mr. larkin: senator murphy, i welcome that question because it they --tle % of the folks here are absolutely committed to its success. i think we'll be putting our head in the sand if we did not posture ourselves to look for insider threats, especially with the history of insider threats and the damage it has done to other organizations within our government let alone the public and private arenas. we are incorporating capabilities that not only are policy-based, but also software-based. who has access to sensitive information, is it appropriate access? that can be achieved not only through authorities that also sophisticated levels of credentialing. the ability to monitor who is operating within a particular data area, is it appropriate, are they harvesting data inappropriately, are they moving data to a place that that should not be in transit? there are a number of ways we can be alerted to inappropriate behavior. the other piece of this is also a very deep and i think focus on training and education efforts that we had been undertaking and currently continue to push. with member offices

senator murphy: thank you, mr. chairman. thanks for sticking around. i wanted to ask you about the state plans being submitted. when you and i talked prior to your nomination, we had, i thought, a good conversation about how i think there is a marriage between innovation and accountability that people are more willing to support innovation. more willing to support choice, frankly, if they believe there's real accountability. and we came together in a bipartisan way to pass the accountability section of the obama administration sent out regulations trying to be helpful to school districts on how they would craft state plans that included accountability, and unfortunately republicans on this committee supported a congressional review act process that stripped away those regulations, leaving you with the sole discretion to enforce the statute. and so one of the things that's important in those accountability regulations is the idea that the schools identify -- schools that need support that are constantly underperforming, and unfortunately, some of the pl

mr. speaker, i rise today to remember the life of army specialist murphy who died on may 26 when his vehicle overturned in syria as part of operation inherent resolve. specialist murphy was raised in loganville, georgia, where from an early age he showed a keen interest in the american armed forces and for serving his country. he enlisted in the army at 18 years old and two years later he joined the first battalion of the 75th ranger regimen stationed at hunter army air field. he was just five days into his first deployment in syria when his vehicle was involved in a nontactical rollover-related accident which is still under investigation. murphy's wife and two young sons continue to reside in savannah, georgia, where he was stationed. only a short time after memorial day, specialist murphy's passing reminds us all that freedom comes at a high price and service men and women face danger daily when fighting to preserve american values against terrorism. i want to share my deepest condolences to his family and thank specialist murphy for his service, bravery and sacrifice. mr. speaker, i yield

mr. president, i take the floor today strenuously argue against the proposition being pushed by senator paul and murphy and others to deny arms sales of about $500 million to the kingdom of saudi arabia. the package that they're trying to exclude the $110 billion farm bill is precision guided munitions that would be used by the f-15s, the package of joint direct attack munitions, pave laserguided bombs. the bottom line, the package we're talking about, the precision weapons that the saudi air force and military could use in operations against iran's proxy in yemen and other threats that the kingdom faces. the flaws of the saudi government are real. they are known to me, but my friends on the other side, particularly senator paul, constantly put saudi arabia and iran on the same thing. i think that is a very unwise analysis to suggest that saudi arabia is as bad as i ran. it is just missing the point big-time. the iranian theocracy is the most destabilizing force in the mideast. they have aggressively pursued military action through proxies and directly been involved in military action in syria. iran's
