mr. murphy: thank you very much, mr. president. mr. president, i'm on the floor today to speak to resolutions upon which we will begin voting today regarding arms sales proposed by the administration to the united arab emirates, and i'm on the floor today to ask my colleagues to support these resolutions of disapproval upon two grounds. one, the protection of congressional prerogative. and two, the question of u.s. national security. first, let me cover the question of congressional prerogative. we have traditionally debated arms sales here on occasion, and the reason why we don't have constant debates in this body on arms sales, the reason why we don't have resolutions on every sale that is noticed by the administration is because we have built into our practice an ability for the senate to consult with the administration beforehand on a bipartisan basis. over the years, since the passage of the law allowing for congress to have a role in the sale of arms to foreign nations, administration after administration, republicans and democra

mr. murphy: madam president? the presiding officer: the senator from connecticut. mr. murphy: thank you, mada president. madam presint, eight years ago this morning ias in bridgeport, connecticut. iad done an event early that morning withhe mayor and i was due to meet my wife and m two children then four years old and one on the train platform in bridgeport to head down to new york city to spend the rest of that friday afternoon with my young kids, their first chance to see the christmas decorations of the city. i reived a phone call while on the train platform telling me that something had happened in sandy hook, connecticut. sandy hook is a section of newtown, connecticut. i debated whether or not to still go down to new york, but as the news started to become more clear, i got in the car and headed up to the firehouse just down a short road from sandy hook elementary school where an emergency response effort was gathering. it was there that 20 parents found out what had happened inside that schoo as the rest ofhe world was finding out that same gruesome news. that wa
