mr. nadler: mr. speaker, how much time do i have left? the chair: three minutes left. mr. nadler: i now yield one minute to the the gentleman from maine. mr. michaud: i thank the gentleman for yielding one minute. the debbie smith act provides state and local agencies funding to combat serious crime such as rape, sexual assaults and murder. i would like to thank congressman nadler and congresswoman maloney for their leadership on this very important issue. our amendment will fully fund this valuable program. each untested d.n.a. sample represents a missed chance to keep these violent offenders off our streets. in one case in california, a repeat sex offender raped a woman before the test could be processed by state crime labs and then attacked two additional women and a child as well. in maine, we have a backlog of over 4,000 samples that need to be analyzed. with no additional funding, many of our cold cases will go unsolved and this backlog will continue. i urge my colleagues to support this very important amendment. and i yield back the balance of my time. the chair: the

mr. nadler. i want to close my portion here reminding people of what a terrible thing has happened in this country of a man who was simply doing what he was allowed to do, what he was trained to do. i think perhaps i should state it for the record, too, that third trimester abortions are less than 1% and even roe v. wade says that after the first trimester that the state has an interest and that it takes two doctors as well as it does with a third trimester. these are oftentimes babies that have been desperately wanted and planned, but in order to save the health of the mother or to prevent her from carrying a toxic fetus that has already expired it's sometimes necessary to do it. it's not a whim. it's not something that women do. i think anything it insults my intelligence and my feeling as a woman and a grandmother the notion that women will just wake up one morning and say, well, i've had enough. that just does not happen. women are by nature nurturers and we are just not like that. it's a maj

mr. nadler: thank you, mr. chairman. mr. chairman, i rise in support of my amendment which expresses the sense of congress that we should continue working with the states of the former soviet union to see that immigrants from those states now in the united states are paid their government pensions that they earned while working in the former soviet union. the united states has bilateral agreements with many other nations to address cross-country government pension coverage. while these agreements coordinate pensions in different ways, under most circumstances government pensions are treated with reciprocity. in other words, with respect to countries with which we have arrangements, those countries pay the pensions that they earned while working in those countries to citizens of the united states who now live here. and by the same token we pay social security to americans who are now citizens of a foreign country if they earned the social security while working here. we do not have such arrangements with any of the states

mr. nadler: i thank the chairman. mr. speaker, it is always a sad day when the house has to impeach a federal judge. yet today that's our constitutional duty. impeachment is a power congress rarey uses both because it's rare that a federal judge will so abuse his position that impeachment is required and because it could affect the independence of the judiciary. the constitution reserve this is extraordinary remedy for extreme cases. this regrettably is one of those cases. the task force established by this house to inquire into whether judge kent should be impeached has recommended the articles of impeachment we are considering today. i want to comment the members of the task force and the chairman, mr. schiff, for their independent, diligent and thorough investigation. the evidence they assembled is copious and sobering. they made a strong case for impeachment as both copious and -- as necessary. he has been sentenced to 33 months in prison. as part of the plea proceed he signed a statement in which he admitted and desc
