mr. neal: mr. speaker, i understand the desire of an individual or individuals to be professional scolds on any and every issue that comes to this floor, but the obligation that we have today is far greater than the examples that he cited. to argue that we ought to hold up a federal highway bill that benefits this entire nation because of a handful of initiatives that he doesn't like, when the truth is, he won't vote for the final bill anyway. and time and again we have rejected the proposals he has come forward with, largely because there was a process and procedure for vetting these differences. when we buy into the end-game solution, that's part of our responsibility as members of congress. to close quickly on this note, one of the reasons that our highway system is the envy of the world is because we have not given in to the temptation to fall easy prey to demagogry. scolding is one thing. offering positive suggestions is quite another. the speaker pro tempore: the gentleman from michigan. mr.
