mrs. smith. she's's senior advisor to mayor gavin newsom. david onick. malik senfero. director of bay view safe haven. children youth and families. cheryl davis. momagic. last but not least, we have jenay. >> we have tyre and then we have cheryl. john. i have a question for you. i hear there's a summer school safety plan that started in may 2007. >> they were 4 partners that collaborates on looking at summer school sites. the 4 were the mtap with muni, the youth services with san francisco police department and the security guards through the san francisco unified school district and d.c. yf. we rolled out responsibilities and it was within the scope of work we were doing and to form what that looked like. they are going to be the primary lead but have support of m tap to deal with interventions outside the perimeter the school. and the police department was a supportive roll if it escalated. previous to this, there had been incidences almost riots at different schools. lots of arrests and last year there were minimal, if none. >> this was last summer? this was the fir

newsom. >> thank you. newly elected so i've got to now call him mr. president. thank you, president brooks. i want to thank the commissioners for being here and of course our director, susan leyall, recognize her extraordinary leadership in putting this to the. as they say, god's delays are not god's denials. we should have been here a decade ago. i had the great privilege of just getting back a couple days ago from the world's economic forum in suite err land. it was an extraordinary experience for the first time in the 3 or 4 years that i've been here, there was no snow up in the alps. it was completely green as if we were there in the summertime and what a back drop for a discussion about global climate change. in stark contrast to just a couple years ago when there were just a few panels like this on the topic. now, overwhelmingly, the consensus is we have got a crisis of extraordinary proportions and we need leadership not just to identify the obvious, but to act locally. indeed, that's the spirit of this conference. it's one thing to talk about ideals; it's another to manifest them. w

newsom. there has been no hearing on this particular -- it is the out-migration report of the population in san francisco. can we get followthrough by any one of the agencies, potentially? mr. mayor, perhaps, or the other departments? >> i do know that most, if not all the departments here have actually had a copy of that report and read through it, like i did. we have to reverse that trend of out-migration. it is challenging because it goes through a history of things we did not do well. we've done things right as a city and there are things we have to correct. i am working with your local naacp to forge an implementation plan and take note of all the things we have to do from education to job training. there are issues like recidivism as well, and also to support families. there are a lot of things in there that cross all of our different departments. it has to do with all the things we're doing tonight, to make sure we do them better and to make sure we have in our minds and in our plans of how people leave the city and why. housing is extremely difficult right now. i understand what people went through when forced with foreclosures. it has made life harder. it has caus
