mr. olver: i seek the time in opposition to the amendment. the chair: the gentleman is recognized for five minutes. mr. olver: thank you, mr. chairman. mr. chairman, i strongly oppose this amendment. this amendment indiscriminately cuts programs in transportation and housing without any thought to the relative merits of the programs contained in this bill. for instance, they would result in fewer air traffic controllers, few pipeline safety inspectors, ensuring accidents do not occur, fewer vouchers for homeless veterans. reduce salaries and expenses accounts for all of the departments. in all areas where there are -- in some of the areas, some of the agencies, salaries and expenses is almost everything in the agency. do the same thing for all the capital accounts, the construction accounts, and basically this is an infrastructure bill that does a lot of capital expenditures. all of this would be done across the board. more generally investments in our transportation and housing infrastructure

mr. olver: um, i seek to -- the chair: the gentleman is recognized. mr. olver: time in opposition. madam chairwoman, now at this point, i think, i think this is the last of this group of amendments that have been proposed in this area. and when you put them together, when you put them together, because one was for $6.5 million, one was for about $5 million, and there were a couple that were a -- there was one a little over $1 million, a couple that were smaller. the sum total of people who will be taken out of the -- who this would require the freeze in that way, it would require that some number around 200 or so employees would be put out of positions. now the gentleman from georgia thinks that, well, they're federal bureaucrats. but they're providing a service. in this instance, it is the service as the -- in the office of fair housing and equal opportunity, which has a budget, toe tl budget of $70 million. or so. and this $300,000 is only a couple of percent out of it. most of the salaries a

mr. olver: i move to strike the last word. the chair: the gentleman is recognized. mr. olver: in this instance it is again a case of raiding a salaries and expenses account at the previous year's levels, but this one has an interesting side light in that in the legislation that we have before us we have adopted a presidential recommendation for a partial year funding for project base section eight vouchers which is going to cause considerable additional administration than the usual program, not always but the usual program of doing full year continuation of those voucher programs, there is going to be much uncertainty if this goes on all the way to adoption, and there would be much uncertainty for the people who are the owners and providers of that housing and probably some loss in actual affordable housing available under a pro ject section 8 program. so this is a case where they need that assistance. this is where the -- where the housing programs for elderly and disabled, the so-called 202 programs and 811, chapters 202 and chapter 811 programs for elderly and disabl
