mr. patterson, mr. reed, if you can discuss your experience with vti technology and whether or not there's sufficient federal guidance to promote investment and what more can be done so we can make sure that we do prepare the infrastructure for this. mr. patterson, you want to start? >> thank you, congressman. i think -- i think from an overall perspective and given the advances in technology, it's been good that the states have taken a slow, methodical approach to integrating vti in the system. when you look, technology doubles every year. and you look back five years ago when we got into the discussion about v2i, it is really changed. the answer was very helpful. we had several of our members who were very involved in leading the technology. i can tell we are still learning. we're not as far advanced as some other states are in the discussion, but it is something that we are beginning to understand and embrace. and it was that guidance and it is the sport of ashtel members that gets us to that point.
