mr. paulsen of minnesota. the speaker pro tempore: pursuant to house resolution 392, the gentleman from minnesota, mr. paulsen, and a member opposed each will control five minutes. the chair recognizes the gentleman. mr. paulsen: i rise in support of this bill and offer this amendment that will give america's students for opportunities to succeed. my amendment will make it easier for charter schools to replicate and expand in a timely manner. by giving them an opportunity to expand after three years, rather than the current five years, they will be able to offer educational choices to more students in a shorter period of time. this amendment will strengthen the pill by continuing to break down barriers to help quality charter schools grow to meet their staggering demand. currently, an estimated 420,000 students are being kept on waiting lists to attend the charter school of their choice. we should be giving these students more opportunities to aten and learn and be successful. my home state of minnesota has se

mr. paulsen and i that would say that schools with three years with -- of success would be eligible for expansion. it provides after school studying, full day kindergarten, every student studies chess. it's 95% latino, 86% english language learners, 90% free and reduced lunch, that means poor families, yet they've scored far above the state average. the state average, including our wealthy suburban districts like some other areas i represent in the past three years. they scored 95% to 100% proficient in math, 77% proficient in reading and writing and for third through fifth graders averaged 30% higher than other schools. other charter schools in denver have achieved positive outcomes with low income students. i'm surewell have the opportunity to talk about many of the amendments made in order under this bill. we did propose an open rule for these bills and it would have been nice to have a more thorough discussion, which is why i oppose the rule but i'm glad it made in order several amendments, including one of mine. mr. speaker, this rule also bridges another important bill to the floor, fiscal

mr. cohen: how does that jive from the other side to just trust people in business? they're making $7.8 billion. they benefited from the tarp, a bipartisan george bush, president bush, secretary paulsen i supported in a bipartisan manner that we kept bank of america alive. i think they're on the hook maybe since some federal -- recent action considering their loans and all. but $7 billion, and they're laying off 30,000 to $40,000 people? those people are going to need unemployment benefits. it's not because they don't want a job. they've been put out. and a lot of qualified good people who can do jobs, that are intelligent don't have jobs because they're not there. but the people at the top are making more money than ever. they're eating at massa in new york. they're eating the $500 dinner at the japanese restaurant. and not thinking twice about it. and they're firing people right and left. the limousines are still moving. the wealthy are still doing whatever they've been doing. they got their jets. not the football team. the private jets. they're living great, but america's -- the american dream is disappearing and the american dream disappeared from our grocery workers. it's disapp
