mr. perlmutter, mr. coffmanmark others from our entire colorado delegation in of course wanting to improve the quality of services at the v.a. we had an issue as well with fraudulent overbilling and time -- mislabeling of the amount of time our patients waited out of the fort collins facility. there's a number of problems with this bill but one is it can lead to less accountability in the v.a. because it can lead to punishment of whistleblowers, of employees who speak up against mismanagement. so when you're looking at passing a thoughtful human resources spoil or personnel policy, and i don't dispute that we need to work with the v.a. to come up with a better way of doing it, you want to make sure that somebody who is a whistleblower is adequately protect. if somebody comes forward and says, you know what, we're doing mislabeling of time sheets or you know what i know why this project is $300 million overbudget. it might be because of x, y, or z. doesn't always rise to federal level of whistleblower. we
