mr. brewer. and i think supervisor peskin's questions are good ones. time we establish a special taxing entity like andishing bonds through it. while we are not legally liable for the cost of that service should there be a default by that, there is created for the city of that eventuality and so every time one of these proposals comes forward to initially create an ifd otherwise it's part of the care our office is taking in to kind of vet that out and then to work into the financing deal, the provisions that minimize that risk too. what we believe is an acceptable level and i know we are often reporting to the board our feelings on that. the initial findings come forward. so these are the same questions we ask ourselves. we remain comfortable with the districts we're talking about here and the amendments today don't materially change any of those risks to file for the city, but i do appreciate the good questions. >> supervisor peskin: thank you. >> president walton: thank you, supervisor peskin. i don't see anyone else on the roster provide two minutes

rules committee and chair peskin for considering my reappointment to the juvenile probation commission today and i'm happy to answer your questions. >> chairman: thank you, mr. arellano. let me just continue with the same initial questions i asked ms. shorter relative to the parts you oppose and you just want to speak to that matter. >> sure. i would echo some of the remarks that my fellow commissioners mentioned. the focus on well being is a huge emphasis that i found to be the most impactful on reading the report. in the report, there is a statistic that i think has been at the forefront of our commission since my time which is 30% of the youth in the hall have a reduced diagnosis. mental health and mental illness is something we have tackled through our work over the years in trying to secure more mental health beds for youth and trying to find ways to really get at the root causes of mental illness in the community that are obviously caused by ptsd and the nature of abject poverty in many parts of the city that lead to this type of situation. and so i felt like the well being focus and the early addressing early interventions was an important part of it
