mr. president chiu. colleagues, one of the most challenging parts of this job is not necessarily voting on legislation but voting on the individuals who come before us. and the commission appointments are a real challenge that i face in this. i actually met with tim eicher on the request of supervisor wiener and i was very impressed with mr. eicher and i found him a really great person who's done a lot of great work in the castro and owns several businesses, some outside of san francisco asle. he runs castro after dark. i know he comes with strong expertise. but i also had, later, -- i did not make a commitment to mr. eicher because i wanted to look at other commissioners as well. i see that lee's wealth of experience extends for decades and as someone that's been a performer, entertainer and someone who has organized events and done a lot of work like mr. eicher has in fundraising and working with community groups, i felt that his experience was somewhat superior, especially looking at the entertainment

president chiu: mr. rose? >> just to clarify, originally, we issued a report last night's, and we recommended that you reduce the total authorized amount by $2 million plus, in this was based on the actual projected need out of $26 million plus an additional 5% contingency of $285,000. and then we said the recommended that you approve the resolution as amended. they should work to identify all of the specific discounts and the mou be amended to clearly offer these. this would be subject of people -- future borders supervisor approval. this was just prior to today's board of supervisors meeting, regarding unpaid bills owed to recolgy that date back to 2010, and we now want this to be amended to instead reduce the total authorized amount by over $1 million from the originally proposed $29 million to a revised total. this revised amount is $619,000 plus more than the money that we previously recommended in our report that we sent to you last night, and that is based on the additional unpaid garbage bills from jul

chiu embraces this as well. he will be working with us extremely closely. with that, let me invite board president david chiu. >> thank you, mr. mayor. i am pleased to be part of not just this presentation and announcements, but the team of political and technological innovators is a wonderful step for the city. before i came to city hall, i ran a technology company. like everyone here, we know we have some of the brightest and most innovative individuals, here in san francisco. that being said, when i came into city hall, i was shocked at the fact we are a city with a proximity to silicon valley, yet, while we spend $200 million a year in i.t., we have had seven disparate e-mail systems, three dozen data centers, and winnie the consolidation in technology, but even more importantly, we were not part is in the best and brightest minds here in san francisco. over the past year, i have attended a number of hack-a- thons, and was impressed about the ideas of how to fix muni, making our commercial buildings greener, using vacant spaces, figuring out how to catch cabs. in the last couple of months, i figured out how we can legisla

mr. reiskin. colleagues, any questions? president chiu? commissioner chiu: we have all set for presentations responding to audits, how organizations are handling their bureaucracy. at the end of the day, in one year, if you were to come back and say we succeeded on this, are there a couple of metrics that you can point to where you would measure your progress of all of these process these, the impact of that, going forward? put differently, with all of these recommendations, but will be the successor outcome? -- success outcome? >> the key performance indicator, for me, is the on time and on budget delivery of capital projects. that is what we have put as the key performance indicator for this. there will be many other measures, such as estimation, accuracy, change orders due to errors and omissions, scope changes over time, lots of different things to look at. but the ultimate outcome is whether we are delivering projects on time and on budget. commissioner chiu: what would those numbers be right now, if you have to say -- your budget per
