mr. charlie rangel. mr. rangel: i ask unanimous consent to revise and extend. the speaker pro tempore: without objection. mr. rangel: let me thank the gentlelady from the virgin islands for having the foresight to trying to protect our constitution and the voting rights that all men americans are entitled. before i get into the subject matter i would like to really first thank the speaker for pointing out the guidelines that we would have as it relates to the decorum of members in the house of representatives. i think it's well heeded and we can walk away with some pride. i just assume that included in that was not to make derogtory remarks about the president of the united states but recognizing that the whole body and the whole world has already spoken about this issue, then i don't think there's any need for me to elaborate. because the reputation of the united states of america, no matter what we find in our fiscal system or whatever problems we have with our day to day and year to year problem, we still remain the source of hope and inspiration for people

mr. charles rangel of new york. mr. rangel: i ask unanimous consent to revise and extend my remarks. the speaker pro tempore: the gentleman from new york is recognized for three minutes. mr. rangel: i was awed in listening to my friend, congressman paul, he usually comes up with some far-fetched ideas that i have no idea what he's talking about, but the truth of the matter is that he is right. america is walking down a very serious economic path that could not only jeopardize what's left to our fiscal system, but good or bad the whole world depends on our system. and i cannot believe that a group of americans, especially members of the congress, would say that the president of the united states is not authorized to pay off the debts that we already had. we certainly can find a lot of agreement as to how we got there . whether it's president obama or bush's tax cuts, or two wars that the congress never declared. hey, all you need is a mathematician to add it up, but we got it there. we owe them money. who is so less patriotic, who cares so little about our country that you would have

congressman charlie rangel and congressman jerry nadler are in the house. absolutely. i have something to say. >> thank you, mresident! >> thank you. no, thank you. because i am here tonight not just because i need your help, i'm here because your country needs your help. there was a reason so many of you got involved in the campaign of 2008. worked your hearts out. it wasn't because you thought it was going to be easy. when you decide to support somebody named barack hussein obama for president, you're not doing it because you think it's a cake walk. you did it because you understood the campaign wasn't about me. it was about a vision that we shared for america. a vision that wasn't narrow and cramped. it wasn't an idea that in america you just look out for yourself and the most powerful among us can just play by their own rules. it was a vision that was big. in america, if you work hard, you've got a chance. you've got a chance to get ahead. doesn't matter where you were born. it doesn't matter what you look like. it doesn't matter what your name is. if you're willing to work hard, if you've got some talent,
