mr. raphael said earlier it's something we can do now in the short term. i do support the ordinance. i do have some considerations. i don't think they're going to hold us up. but there's something i would like to discuss and they're administrative as we spoke earlier. i think in terms of time for implementation, my preference is i think san francisco wants to lead not only in intention, but also in methodology. i think we want to lead with something that's going to work, so i have some concerns about the timelines that has been set aside because we're basically asking these producers to become aware of the program, to identify or create a stewardship program, to fund the organization that's going to do the stewardship, staff it, to notify all of the retailers and the police enforcement agencies of opportunity to participate, to arrange for a disposal method, to design outreach and to get approval for their plan which is going to take three months and to implement it in a 12 month period. that sounds a little ambitious. and while i'm sure we can crack the whip, i would like to discuss
