mr. reed: mr. president? the presiding officer: the senator from rhode island. mr. reed: mr. president this amendment is based on legislation that senator blumenthal and i introduced in the last congress to close a major loophole in the current corporate tax law by putting an end to unlimited tax write-offs for performance-based executive pay. in 1993 congress limited the deduct act of executive -- deductibility of executive pay to $1 million with the exception for performance-based compensation. but over the last two decades corporations have made the exception the rule and the we've seen increasingly more pay designated as performance even in some cases where the company is not doing very well for the shareholders. it's been estimated that between 2007-2010, $121.5 billion of executive pay has been deducted and roughly 55% of that is being deemed executive performance-based compensation. business and shareholders should establish the pay of their officers and directors and employees but the taxpayers shouldn't be subsidizing excessive pay for corporations. i urge a "yes" vo
