mr. reichert and i. it puts this bill -- this bill puts an end to an outmoded tariff code that charges extremely high tariffs for no good reason. and i appreciate the chairman and his staff working with my team with mr. reichert to try to get this right for tariff relief for outdoor enthusiasts and businesses around the country. but there is another issue at work here. mr. reichert and i have been lead sponsors of the u.s. outdoor act that defines and creates tariff classification unique and specific to recreational performance outer wear and eliminates import duties on those apparel products. the preference bill achieves one of these goals of the act by creating new definitions and tariff classifications for recreational performance outer wear. . i appreciate your efforts to include the provision. it provides recognition that these are distinct and unique products that will help the industry to track the imports and sets the stage for tariff relief. however, due to a drafting error i understand that the

mr. reichert: thank you mr. chairman. i also want to thank chairman culberson and chairman rogers for working together with representatives pass screll represent -- pascrell, representative dent and herrera beutler in coming to this agreement. and validating this amendment. so i rise today to offer this critical amendment with my colleagues that i just mentioned. and this amendment increases the edward burn memorial justice assistance program by $100 million and decreases the census bureau by an equal amount. last year the cops office program received bipartisan support and was funded at $180 million in the omnibus. unfortunately underlying legislation completely eliminates the cops hiring program. while we cannot restore cops hiring programs and add them back into the bill, we can help ease the burden and mitigate the impact of the programs on the nation, on local law enforcement, by passing this bipartisan amendment. to continue to meet the needs of the police departments across the country, this additional $100 million
