mr. president, i thank the senator from rhode island. he is correct. there are the individuals who win, the state -- in this case saves medicaid dollars -- and the federal government slaves dollars as well. but the individual, if you ask them, this is their choice, they want to stay at home. nobody says they want to go into nursing care. we appreciate the nursing home care delivery aspect of health care and they deal with some of the most complex patients, but they don't need to deal with people that don't need to be there. but we have to have a delivery system that helps support community-based care for long-term care. and i hope that -- i hope that we will get more support for these ideas and that we will help figure out a way to get a score for them as well. i think that part of the mystery in this whole issue of health care savings is figuring out ways to take things that are -- they're not so complex in what they are doing, moving from nursing home care to community-based care, $1,200 versus $1,600. that's not the hard part of the equation. what's
