mr. rigell for five minutes. . mr. rigell: thank you, mr. speaker. mr. speaker, i rise today to recognize, to honor and to pay tribute to the life of bishop founder of new jerusalem church in virginia, who passed away too early on this earth in february. he was a man of god, an inspiring leader, a tremendous impact on our community and a truly outstanding american. i ask that you pay tribute to his family, his wife,erestine son, daughter, handsome grand some caleb who who was in my office and the other distinguished guests that came today. the legacy left by bishop thoroughgood is exemplary. the good i shall -- the good bishop served his community. he was a titan in humanitarian rights. he was loved in the community and he was a truly gifted speaker and he used that gift to be a blessing to others. this is what was written about the bishop in the "virginia pilot." bishop thoroughgood like to say he started preaching at the age of 5 when he spent many days sharing jesus with the prison work crews that came to clean ditches in his neighborhood. at 20 years

mr. rigell: i have the great privilege of serving and representing the 2nd district of virginia, suren corner, virginia beach, norfolk, and a bit of hampton. norfolk naval station, oceana, where the joint expeditionary base, joint base, surface combat systems, the 1%, they live in our district and serve in our district. you see them in the lines at a starbucks or the restaurants and businesses around town. they are hard-working men and women. they love their country and they serve with great distinction. indeed, it's the district of all 435, highest concentration of men and women in uniform of all 435 districts. and it is a high honor and high responsibility and duty to serve and represent the 2nd district and i completely identify with my friend, the gentleman from new york, when you were referring to how he was inspired by his father's service and indeed, that's why i sought this office to honor my father's office, he was in world war ii, and the generation he represents and to meet the deep obligation we have to our grandchildren and our children and that is to pass on the blessings of lib
