mr. riskin. >> thank you. chair person, weiner, and vice chair kim and i just want to echo, what john said in terms of just, appreciating the focus that you are putting on muni and the transportation system and recognizing i guess, specifically through what the form of this hearing, the linkage between the transportation system muni specifically and the economy of san francisco and the impacts that can have, adverse impacts when it is not working but also, we should remember that muni is a lot of what makes san francisco economy work. and contributions that muni makes to enable the economy of san francisco to function every day as you say are hard to match across the country. we have 90 percent of our residents within two blocks of a muni stop and so it is phenomenal coverage and we are the 7th largest transit system in the country in terms of ridership and so a lot of san francisco's economy is really under pinned by the service that muni provides. i too rely on muni and sometimes the frustrated muni rider, i

mr. riskin, and with the sustain able street. and this ordinance was adopted by the board of supervisors to address the negative impacts of large vehicles being warehoused on the streets in san francisco. and it is not a city-wide program, and it is only in effect where it signs are posted in the areas that are approved by you the mta board. >> this legislation continues to allow oversized vehicles to park on some san francisco streets, but gives the mta an additional tool to address the issues related to the over night parking on the focus location specific basis, and will the oversized vehicles cause issues which is often in the near residential areas. and to refresh your memory you will know from the previous presentations but we did, a sampling of streets in san francisco, to look for these oversized vehicles, we should define as longer than 22 feet and taller than 7 feet and these have a location that we identified some of them where they are located and as you can see, they are concentrated along the east side, and as well

mr. riskin? >> so i think that the conversation to begs the question that what do we take from this, i think that going from the next slide and i think that one of your main points is that reducing the transit delays will create the economic benefit for the city and over the converse of the last slide and what i would add is tra transit performance more generally can create additional benefit and eliminating the delays would have benefits that improving the performance beyond and it would have additional benefits and in other city transportation and structure and the benefits that exceed their cost. and that may be more or less true for the different types of investments and this kind of analysis can help us determine what return on the investment might be from the different kinds of investments, i guess that along those lines i wanted to look at this from a different perspective. right now, the city as a whole, let's say, conservatively is paying, $50 million for these delays, what i thought mig

good afternoon, madam chair and members of the board, director riskin and it is my privilege and my pleasure to recognize mr. edward dennis today. edward dennis is an acting transit operation specialist working at our line management center and has been with our agency for 16 years and i am going to depart a little bit from the script because i want to talk about really what is not in, it is not written here but it is important to recognize of him the line management center is a new way of doing business for the sfmta and it is a significant change in the way that we manage service and thes a scary thing to change the way that we do that, that business. and edward dennis did not just except that change. he embraced it. he walked into the line management center and with a couple of other key individuals was able to create a new training plan, the new standard operating procedure and really decide the business process that was going to make the line management center work. and then he took that and he brought it to beta breakers and took a challenging situation that might have resulted in problems in the past
