mr. president. roe v. wade says there is a compelling state interest to protect the unborn out of medical liability. i would argue that the difference between medical liability in 1973 and 2018 is a norm is. what we are trying to do is provide a new way to protect the unborn. in a legislative a-day -- can a legislative body prohibit abortion on demand at a time science tells us the baby feels excruciating pain, at a time science tells us parents should sing to their child, at a time science tells us that this baby has well-connected tissue and can feel pain and survive. my answer is, yes. it is ok for the congress and state legislators to pass laws saying that, at the fifth month, we are going to disallow abortion on demand, there will be exceptions, but they will be rare. there are about 10,000 cases that are affected by this law potentially. what are we trying to do? we are trying to proceed forward. to a better day in america. we're trying to get out of a club where there is only six other members. tryi

phil roe five minutes for comments and questions. >> thank you, mr. chairman, i appreciate that. i have another committee hearing i got to go to, but i wanted to hear this testimony today because to me, one of the -- first of all, all of you here, thank you for what you do, thank you for the service to our country. those of you who served in the military. i very much appreciate that. one of the frustrations i think you have to take a step back, i'd like to hear any of you, what is the primary cause not just for homelessness in general,vy a fa vi have a fairl understanding. but for veterans homelessness. these are capable people who were in the military and had responsible jobs in the military. now they're out and are homel s homeless. there are three of us, mr. bilirakis and myself were there nine years ago when the chairman sat there and said we're going to end veteran homelessness by 2016 which i thought was an honorable plan to do and bring the programs to do that. number one, in veterans, what is the primary cause? is it relationships, is it mental health, is it substance abu

mr. speaker. i would take you back to 1973 and roe v. wade and doe v. bolten. those two supreme court cases, working in conjunction with each other, essentially translated into abortion on demand. and we saw abortions go from who knows what the number was, no, we do know. about 35,000 abortions a year in america, a number of that i'd say, i thought was horrible then, to something like 1.6 million abortions in america. now rash eted down, the weight -- ratcheted down, the weight of the conscience of our society, to some number of a million or maybe a little bit less than a million. mr. speaker, we don't get to count that difference between 1.6 million, roughly the peak, and a little under a million, as 600,000 babies saved every year. instead it goes on our conscience the other way. and that's the cumulative total of 60 million babies who have been sacrificed at the altar of this subject called pro-choice, judicial activism. i remind you, mr. speaker, that human life is protected in our united states constitution. it's protected under the 14th amendment. and we

mr. speaker, why won't you support or allow hearings to move forward on background checks? what is your resistance to that? >> the fix nics bill which is part of broader bill does fix the background system. roe remember the shooting in texas a man convicted in the air force of domestic violence, he wasn't supposed to get a gun, yet the air force didn't give the records to the instant check system and he got a gun. that's one of the reasons why we passed legislation plugging that loophole making sure that was thes case. so that came from here ings. we had hearings on the gaps in the instant check system. and those hearings led to conclusion that there were gaps that needed to be fixed and that led to legislation that has now passed the house. >> mr. speaker, [ inaudible ] the question i think is so you are saying obviously need to look in if there are gaps and we have to problems we have to address it. something is not right we have to fix. >> yes. >> would you consider a select committee? >> congress should do their job. we passed mental health legislation two years ago because of the underlying mental health problems behind the shootings. that legislation is now just taking place. that legi
