mr. rohrabacher, is recognized for three minutes. mr. rohrabacher: mr. speaker, i rise in opposition to this legislation, and i realize that i am a lone voice, or almost a lone voice in this discussion today. i see this legislation as a bipartisan green light to reigniting the cold war. unfortunately, many of my friends and colleagues, both colleagues today and my friends from the time when i spent in the reagan white house, seven years, many of these people feel that the cold war is not over. that it never did end. they are more comfortable with that -- with treating russia as if it was still under communist rule. well, putin is not a communist leader. putin is a nationalist who loves his country. and he's looking out for the national interest of his country. for us to try to demonize him and try to suggest that he is doing this like he did in the cold war, and k.g.b.,ets, is not doing the cause of peace any good in ukraine, a democratically elected president, this is what started this whole slide in the wrong direction toward the type of confrontation

mr. rohrabacher from california. but on this issue, i think we should act, act decisively, and act with the appropriate measure of sanctions to let the napoleon of siberia know he just can't invade countries and the rest of the world just moves on. and there should be consequences. i support the legislation. >> would the gentleman yield time to the chair? >> i certainly will. >> well, thank you. i did want to make one observation here. mr. poe, and that is what we're not talking about is a revival of the cold war. what we are talking about is trying to get some leverage on russia in order to wind down this situation. and i think we should be clear here. we're not reviving confrontation. the individual who did that is the head of state for russia. and he obviously has the ability to wind this down, but if we put additional pressure on him and those close to him, i think we might have considerable more success at this than we have in our attempts to cooperate with him over the many years where he has rejected the appro

mr. rohrabacher, for 30 minutes. mr. rohrabacher sprk -- mr. rohrabacher: thank you very much, mr. speaker. for two months, public attention has been riveted on ukraine. today i suggest it is harmful to our security to just focus on ukraine and ignore the battle against radical islam and the ensuing threat of china that is far more dangerous to us than which direction crimea goes. yesterday, secretary of state john kerry requested that congress approve aid to pakistan. that's foreign aid to pakistan. the administration is $881. million for aid to pakistan. -- $881.8 million for aid to pakistan. congress and the american people should pay attention to this request. since 9/11, the united states has given pakistan over $25 billion. with over $17 billion of that going to the pakistani security services, services that target and kill american soldiers through helping those elements in that part of the world that kill american soldiers and terrorize civilian populations. our generosity has only emboldened pakistan's military clique. that clique that actually rules the country. that cliq

mr. rohrabacher. he knows a lot about foreign affairs. but we disagree on what the evidence shows in this particular matter. mr. speaker, mark twain once said that history doesn't repeat itself, but it does rhyme. well, russia's quite the poet these days. in 2008 russia invaded georgia. confiscated 1/3 of that nation's territory. the world watched. complained a little bit. the world moved on. there were no consequences. and the russians, mr. speaker, are still there. again, second verse, same as the first. the napoleon of siberia has invaded ukraine and seized crimea. putin is bent on establishing a soviet-style empire and allegedly uniting russian-speaking people throughout the world. who knows who his next target will be? it could be our friends in maldovea, the rest of ukraine, or estonia. russia has been able to maintain dominance over the region because of its vast energy sources, especially natural gas. six countries in europe rely 100% on russia for their natural gas. russia uses gas as a political and economic weapon to manipulate
