mr. rohrabacher, for five minutes of questions. >> thank you very much, mr. chairman.i say, perhaps the focus of this hearing, which we originally thought would be our weapons, nuclear weapons and the relationship between the united states and russia in terms of cooperating on reducing and restricting the number of nuclear weapons, the threat to human kind, we have gone beyond that and we of course, however, i believe the purpose of that is to put in perspective the decisions we must make in terms of weapons control, after the events that have happened in ukraine. let me just note that from my perspective, there's been two gleeful a -- too gleeful a response from so many of my former colleagues and i'm not talking about members of the house, i'm talking about people who worked with me over the years in various administrations and various anticommunist causes, there seems to be a gleeful response to what's happened in ukraine yet e it then gives them purpose in -- a going back and beating up the old enemy. . frankly the soviet union was our enemy because it was directed

mr. rohrabacher, is recognized for 30 minutes. mr. rohrabacher: thank you very much, mr. speaker. and today i rise to warn the american people that fundamental changes are being proposed in our legal system here in washington as it could have dramatic impact on their freedom, dramatic impact on the prosperity of this country, dramatic impact on the security of our country. these -- but these changes that i'm talking about are not so apparent to the average person because they deal with a very complicated issue of technology and technology ownership. i've been in congress for about 25 years -- actually 26 years at the end of this year, and during that time period there's been an ongoing fight that has not been recognized by many american people. it is the fight to maintain a very strong patent system in our country. and it's been ongoing because major players around the world, especially multinational corporations, have not been supportive of the idea that the american people have a right to own their creation -- to own their own creations. in fact, our founding fathers felt this w

mr. rohrabacher: i move to strike the last word. i'm happy to hear my good friend from texas supporting the other legislation that we have that leaves it up to the states to make sure that they can declare marijuana legal or illegal. very happy to have you on board. i rise? strong support today however of the blumenauer- farr-rohrabacher-polis amendment , which would essentially remove an unreasonable barrier that prevents v.a. physicians from recommending that our veterans have the benefit of state medical marijuana programs. the idea that v.a. physicians totally legitimate doctors who treat veterans and their illnesses cannot recommend marijuana or by the way, any other drug to their patients and to treat things especially when they are going to recommend a drug that might be used in treatment for post-traumatic stress disorder, this is extremely troubling. our veterans have benefited from using medical marijuana to treat ptsd and other ailments, so why we denying the ability to access something through their health care provider

mr. dana rohrabacher on emerging threats. >> thank you very much, mr. chairman. mr. minister, could you tell us you're asking for $20 million for your budget this year. is that right? >> 20.1 billion. >> 20.1 billion. okay, how much of that is disaster assistance and how much of that is long-term country building a? >> well, sir, it depends on the accounts and one thing that we have tried to do is use disasters the instance of longer-term systemic developments on the philippines. we have the energy system and the water system back up and running and we do that using a combination of the saucer funds and developmental assistance. but in general the humanitarian accounts are the international disaster assistance for peace and another of other accounts and they probably total may be 4 billion, three to 4 billion in total depending on which accounts. >> about 20% would be disaster assistance of what you're asking for in the budget. >> i would not state it that way, but we can come back and be precise about the answers. but yes, it is a portion of the $20 billion. >> let
