mr. rose can we go to the budget analyst report please. >> yes mr. chairman and members of the committee, on page 20 of the report and i'm going to use the revised numbers which were just stated. >> thank you. >> and table two and page 20 of our report the first annual property tax is paid to the city by the property owners would be 5991 would be the specific amount or 33% less than the $19,000 which the department referenced. that amount stays the same. that's the estimated property taxes which are otherwise paid to the city so if the proposed property agreement is not authorized that would be -- they would not receive that reduction. if the -- the total amount over the 10 year period and as the supervisors know the mills act is a 10 year agreement. at the end of 10 years it will automatically renew unless either the board of supervisors or the property owners requests that it be not continued, so over the first initial 10 years if you use the number of 5991 which is the reduction in the first year the total estimated reduction would be at least 59,

okay, why don't we go to our budget analyst report from mr. rose. >> mr. chairman and members of the committee, i would point out on page 28 of our report we have commented on file 1305 39, that's item 5 on your calendar. this ordinance would revise various fees as shown on page 28 of our report. we recommend that you approve that ordinance. and on the other related legislation, file 1305 44 on page 29, that's item 6, we also comment on that ordinance which establishes, as the librarian has mentioned, a public library gift fund. we do recommend that you amend the ordinance to require board of supervisors approval by resolution of donations in the cash or market value of $100,000 or more, and the lepa provision excluded grants to the librarian from nonprofit organizations from the requirement that the board of supervisors approve by resolution the acceptance and expenditure of such grants of $100,000 or more. and we recommend that you approve the ordinance as amended. and then on the budget recommendations on page 30 of our report, our recommended reduction

mr. rose? >> mr. chairman, members of the committee, on page 49 of our report, our recommended reductions total 77,5 56 and 13-14 much which 73,877 are one-time savings. 3659 are ongoing. these reductions would still allow an increase of about 21.9 million or 45.9% in the department's budget. for 13-14. ~ and on page 50 we note that we are also recommending closing out prior year unexpended general fund encumbrances which would allow the return of $625 to the general fund. so, together these recommendations will result in 78,181 savings to the general fund in 13-14 and for 14-15 our recommended reductions total 3,6 81 which are ongoing savings. would still allow an increase of 74,7 79, or .01% in the department's 14-15 budget. >> thank you. any questions in it sounds like, ms. crone enberg, you're in agreement with mr. rose. >> total agreement, yes. >> so, i see no other comments. mr. clerk, we have called item number 9 as well with this. so, can we accept the amendments by mr. rose and the budget and

at this point we will open to the budget analyst report mr. rose for item 23 please. >> mr. chairman, members of the committee on page 67 supervisor mar as a further clarification to your question about the present staff handling this work on page 67 we note that the sfmta represented that staff purchasing materials for the rail maintenance division will be assigned purchasing duties for other divisions, rail maintenance division, because according to mr. patel they have a backlog of purchasing requests ranging up to 1,000 requests every two weeks and staff is reassigned to reduce the backlog and support other sfmta services like trolley buses, sustainable purchases and we asked that question and we were satisfied with that response. on page 68 of our report table two shows the contract want to exceed amount of 39.$2 million over the contract of the contract and include the two year term and the three additional one year options -- the option terms, and we also note that the according to the sfmta the fiscal year 13-14 budget of 8.7 million and this is reported by them. they
