[applause] >> up next, a panel discussion of president obama's foreign policy successes and failures. taking part in discussion or three co-authors of bending history. this is about an hour and 20 minutes. >> good morning and welcome to the brookings institution. i appreciate your all here on time despite the time change. that's impressive. it's my great pleasure to be moderating i guess introducing these three gentlemen here who have produced a fascinating book called bending history, barack obama's foreign policy. there's nothing more difficult than trying to write what is in effect contemporary history to analyze and administration while it is still in place. such an action, endeavor must be taken with a bit of modesty and humility. and the children have all displayed that i think that everyone knows that things are going to be seen differently in the future than they have been, then they may be now. high reminded of the book that i recall from breaking years called landslide, and

steenkamp i want to go back to something that's kind of -- are you familiar with mr. rosen and mr. stockman? >> they were the chief risk officers. >> were you aware both of those made recommendations that the maturities in the foreign sovereign debt were a potential risk to the company? >> i became a cfo in april, but i was aware there were many discussions between the board and mr. karzai and the risk officers around risk limits. >> are you aware of a document called a break the glass that was put together by your firm? who prepared the document? >> there was a working group put together. they were members of treasury, members of finance, members of risk, treasury because that was like a scenario analysis document so it requires the input. >> did you participate in not? that was when that you put that document to get there? >> the original request was made in august i believe by the board, and was completed when? >> was presented to the board about the middle of october. >> is it ironic that you put together the break the glass scenario and senate 14 days before you declare bankru

[ applause ] >> a week before the "state of the union" 2011, president obama signed the legislation to reduce regulatory burden. >> if we find rules to put unnecessary burden on businesses we'll fix them. >> new study by the heritage foundation finds over the next year obama administration enacted 32 new major regulations, rules to carry economic impact of $100 million at a cost to the american economy of $10 billion a year. plus, $6.6 billion in one-time implementation cost. since obama took office, the number of rules in the pipeline bearing the price tag has grown 50%. >> on president track, president obama may be the most pro-regulation president we've had. >> of the rules, a dozen came from dodd-frank. after the law's democratic sponsors in congress. the most expensive came from the environmental protection agency, last year issued five major rules at a cost of $4 billion per year. >> certainly, there is a predisposition among the agencies. republican c
