mr. rosen, good morning. >> caller: good morning. >> how does the constitution provide for what the president is about to do tonight? >> the constitution gives the president executive power. and they say this has always been giving them a lot of discretion about how to allocate law enforcement resources. the the supreme court, in a case in in 2012 called arizona versus u.s. recognized that the president does have broad executive discretion about how to prosecute immigration cases, and they said this is an inherent constitutional power. the court said it's a broad discretion exercise by officials who must decide if it makes sense at all. now the case on the other side says the president has an obligation to take care of it. that the laws are faithfully executed, but he can't pick and choose among the kinds of laws to enforce r o the numbers of immigrants to deport. they say it's true that presidents reagan and george h.w. bush have temporary stopped the deportation, but that's different than com
