mr. vladimir who is in the front row to please come forward.he has four critical props with him that has significant historic reference. today it's my honor to honor one of our most incredible neighbors. he's one of my neighbors on 11th avenue, but he's a long time richmond district resident, born in odessa but living in the richmond for over 37 years. he came here around 1975 or '76 with his wife and daughter from the former soviet union. he's a tremendous member of the russian district since coming to san francisco. he's a journalist with exceptional photographer but journalist for russian publications including russian news covering so many significant events around the world but based in san francisco. he has carried, if you could believe this, four olympic torches in four olympic games, though he's attended i think over 10 olympics, as well. but he began in -- i think it was before the 1984 olympics in l.a. you went to lake placid i think as a first. he carried the the torch in salt lake city in 2002 and athens in 2004 and beijing in 2008

mr. speaker, balance the budget four years in a row. the only administration in the lifetime of anybody hearing, seeing or knowing that we're here that that's been done. it was done because we paid for what we borrowed. mr. speaker, we're going to have an opportunity, not in the next two days of this session before the election, but we're going to have a lame duck. we're going to have to come back here. we are going to have to do some serious things. we need to as americans, not as democrats, not as republicans, we need to have a conviction that we need to come back here and not walk away from our responsibilities. very frankly the bowles-simpson, every republican member of that group from the house walked away from it, voted no. said, no, we will not agree. and so it didn't get the 14 votes it needed to be brought to this floor. i think that's a sad fact, mr. speaker. that should have had a robust debate. and perhaps modification. but it was a plan that said to all americans, we're all going to have to be in this together. a balanced pl
