now next we'll hear from mrs. rubens, you're now recognized for five minutes. >> good afternoon, my testimony will focus on the status of the integrated ides and the quick start programs. with respect to ides, va and dod's joint efforts over the past six years in the disability system, together the departments created the service members being medically retired or separated, this joint process was designed to eliminate the time consuming elements of the separating disability determination process within va and dod. the goals of our integration are to provide health care for separating service members through ides. we have worked to achieve these goals and currently there are approximately 29,000 service members for the four combined core steps va average processing time in april 2014 was 183 days. the lowest core time since april of 2014. our target is 100 days of that 2995 day combined va/dod target. we created a plan to improve ides time limits that include the phased approach. the first was to meet timeliness standard

mr. chair. i'd like to follow-up with ms. rubens on the line of questioning i was pursuing earlier about ides, and i think i may have some questions that can hopefully clarify this issue. on the benefits backlog portion of the dras process, you said that in march you eliminated the backlog and april you're hitting your target of 30 days, is that correct? >> yes, sir. we close the capacity gap with what we had to work and won't have the capacity to do in march, and april the work we can begin to see flow-through was meeting that time limit target. >> and the number i referred to earlier, i show that army wide we are at 48 days, ma not 30. that's the last three months so that might explain the difference. so my question to you is, if we take this same measure three months from today come it will show 30 or under? >> yes, sir. we have built this in a projection and our capacity and are modeling to ensure that as we move forward we maintain achievement of the target. >> i want to ask the same set of questions as it pertains to the va ra

ruben. thank you. and i believe michael, did [inaudible] come with you? i don't see him. did mr. mcray come? no. on the evening of june 4, susan was beginning her evening commute home. she works here in this building as the department of public relations and she boarded the ferry to oakland at about 5:30. as she was boarding she heard a cry for help. and so she was diligent and she kept listening and she determined that the cry for help was a voice coming from under the pier there at gate e next to sinbad's restaurant. she tried to alert the crew on the ferry, they weren't able to assist so she called on her cell phone back to christine, who is the director of development in the ferry building and alerted them that she was hearing a cry for help coming from the water. christine and isaiah, who is participant of the ferry building security director obviously you make great detectives and the fact you dropped everything to go see and look hard didn't give up when you didn't see him right away is really meaningful as well. of course, i don't think many of us in this room relish the idea of going in

mr. o'rourke. >> i'd like to note for the record that ms. rubens is still here and was listening to the testimony from veterans and vsos who are working within the system to serve veterans and also would note that ms. halladay and her team from the oig are here to listen, so really appreciate their attention and respect to the members who are here giving their testimony. ms. gipson, you came up with a number of really good recommendations for us and vba and dod to follow. one of them was to change a culture that can seem as though it is punishing a service member. i've heard this directly from service members at the wtu, at fort bliss in el paso. we've read of some really egregious cases where it seems that the punishment is punitive, overly punitive if not downright humiliating, and i hope those are the exceptions and not the norm. and it's part of the pressure i feel to get that wait time down which back in february was 185 additional days over the goal down to what ms. rubens has committed to in terms of what the vba can control. can you talk ab
