in fact, mr. ryanicans have all been banging the drum of austerity claiming that the only way to ensure economic recovery was not to increase, but to slash government spending. perhaps the only positive thing to emerge from the global financial crisis is that we've been able to track the policies and progress of other nations as they, too, have sought to recover over the last five years. some of those nations, like britain and spain, have applied the very policies that mr. ryan would have imposed on this country if he were in the white house alongside a president romney. and so how are those two great nations doing? well, it just so happens that we have some brand new statistics on both these countries. in spain youth unemployment has now reached a record level of 55%. and the overall jobless rate stands at 26%. that's the highest level since the end of general franco a's dictatorship, and as i say, the spanish applied the paul ryan playbook almost word for word, and it hasn't worked out so well. but h

mr. ryan will tell us soon enough. we can get the lay of the land, in 2023, to get it balanced, even after all the new taxes, ryan needs an $800 billion in that cut alone, that is trillions over the next ten years. he ruled out tax increases. house republicans don't want to cut defense spending, in fact, in the romney campaign they wanted to raise it quite a bit. in theory, you shouldn't cut medicare for anybody retiring in the next ten years, so you can't get cuts there if you stick to that. the whole budget, it is only about a trillion and a half dollars. that is all of our spending on the poor and education, and skills training and research, everything else we're doing, it is about a trillion and a half. and ryan needs $800 billion. is ryan really going to cut all that by half, by more than half? that would be the most unpopular budget in history, it would be a disaster. or would the republican party change their promises and cut into medicaid or social security in the next ten years? this is what they have backed th

as danny mentioned, mr. ryan has acknowledged, again what i would say has been in the cards from the start, that there is going to be yet another round of defense cuts this year, about $55 billion will be sequestered, in ways that will be equally injurious to the department. it is not just that this is an automatic, across-the-board meat cleaver approach, but there was some wiggle room granted to the president, particularly, he has chosen to preserve personnel benefits. the cuts that have to be made coming as they will, about halfway through the budget year will fall disproportionately on weapons procurement and research, but in particular, on the operations that go for making trained and ready units for deployment. because the set of accounts also includes things that are sort of automatically of certain amount of health care spending for defense health programs, it means that an even larger burden will fall on those relatively rapid spending accounts that are most directly associated with making units ready to

mr. ryan's budget was shifting the risk in entitlement programs to elderly americans.e have to change the trajectory of health care spending aired -- spending. we could have 1950s health-care health care,50's and do not think anyone wants that. we clearly need deep, structural reforms on how healthcare is delivered and i do not think elderly americans are in the best positions to drive those reforms. by shifting the risk to elderly americans we will not drive the reforms and we will actually make elderly americans to some extent secure and poor, which -- more sick and more poor, which comes back to the government. that was an issue i had with mr. reflects aet as it poor understanding of how private markets work. he has never been the private sector, so there is a lack of reality on how you been cost curves. i am in favor of a balanced approach that changes the trajectory and it does not focus on numbers you pull out of the air because to some extent those numbers are guesses because unless we agree on assumptions, how much the economy will grow, what the unemployment n
