mr. ryan: i digress, sorry. later today the president will sign an executive order to improve accountability at the v.a. under the obama administration, not nearly enough was done to hold bureaucrats accountable for failing veterans at veterans affairs. despite promises to clean things up, only a smattering of people were moved out of their jobs, only a smattering of people were held accountable. last month, the house passed the v.a. accountability act to make it easier to bring the kind of steady leadership that v.a. medical centers desperately need. last week the president signed legislation to reduce out of pocket costs for veterans and to promote better access to care. these are all very positive steps. to deliver the kind of fundamental reform needed at the v.a. this adds to what has already been a very incredibly active first 100 days. under the president's leadership, we have cut red tape at record levels, cutting red tape saves families dollars, it saves businesses jobs. in fact, we have saved families a

trump and he and mr. ryanay, it should add to the deficit, but it should be a tax cut and sold to the american people as such. ron is shaking his head here. maya, do you think the republicans need to forget about the pay forces right now? >> i think it's just real and really dangerous to the economy. so the most important thing about tax reform again is structuring so it that it will grow the economy. two critical things have been found to help with economic growth. one, actually not grong the debt massively. if your tax reform grows the debt the pro growth effects of the tax reform are undermined by the negative growth effects of a ballooning debt to the point where your tax reform could be negative. a second find the base broadening stuff, the part of getting rid of a lot of the tax breaks that helps grow the economy as well because so many of those tax breaks distort how we allocate capital. it incentivizes us to put money in places that aren't best for economic growth. they' they're part of this important

ryan: you are cutting nothing. all right. all right. anybody else have any questions? reporter: mr. speaker, how close are you on health care? what are your reassurances to moderates who maybe liked the original plan or worried about the new one? speaker ryan: i think we're making progress. we will go when we have the otes but that's the decision we'll have and you will be the first to know. i argue this is a bill that a moderate will more likely want to support. some people were concerned about e.h.b.'s. e.h.b.'s were taken out of the bill. essential health benefits were taken out. they are back in. they are now in federal law and a state would have to find a waiver for central health benefits. if anything, this puts more federal protections in on pre-existing conditions. every state's a little different. in wisconsin, we had a high risk pool that worked really well and i think we ought to be given the kind of flexibility to tailor our markets that work for us in wisconsin because wisconsin, the health system is different than, say, the new york health system or vermont health care
