sanchez: thank you, mr. speaker. today's bill that's on the floor is nothing more than a harsh measure that seeks to cast a broad net and cast immigrants in general in a poor light by labeling them criminals based on the suspicions but not the actual facts. what's more, this harsh and reckless measure provides virtually no procedural safeguards for people to challenge a police officer's opinion as to whether or not they are involved in a gang. a mere suspicion can mean that somebody can be facing removal. instead of dealing with such draconian legislation, we should be talking about the positive contributions that immigrants make to this country and the fact that we have over 800,000 dreamers in this country who are waiting for this congress to act. they've been hoping and waiting for years for this congress to provide a legislative solution to allow them to continue to live in their communities, to contribute to the economy, to pay taxes, and to be part of a country that they consider their own. many of these dreame

mr. sanford, and a member opposed each will control five minutes. the chair recognizes the gentleman from south carolina. ms. sanchez: -- mr. sanford: i thank the gentleman. i want to make clear i'm offering this amendment on behalf of frank lobiondo who i know has worked with my colleague, don beyer from virginia, on this bipartisan measure. i think it's one that makes sense. it would quite simply restrict money with regard to seismic testing on the atlantic waters and the waters of the florida straits. why do i think that that's important? i think it's important because you don't build a foundation if you don't intend to build a house. and yet fundamentally what we're trying to do is move forward on something that i think begs this most republican of questions which is, do we believe in home rule? because at home every municipality of every town and hamlett along the coast of south carolina has come out unanimously against the idea of offshore drilling and seismic testing. not because they're against fossil fuel, but simply because they believe that they want to determine themselves how the coast of south carolina

sanchez. >> thank you, mr. chairman. and thank you to all of our witnesses for being here and providing excellent testimony about what we should be looking at as we move forward on tax reformat. i don't think there is a person on this dais who wouldn't agree we are looking for tax reform that is fair, simple and provide certainty. but that looks out for middle-class americans like the constituents that we represent. right now one of the biggest issues that confronts any of my constituents are these unwinnable choices that they have to make between raising a family on one parent's salary or having one parent leaving the work force because of the skyrocketing costs of child care. and that's an issue that i've worked on for several years. but increasingly for working families, child care costs are a real determining factor in whether or not women leave the work force. and many of them are very talented, but the cost of obtaining affordable child care almost cancels out the salary earnings they would make. so i'm interested

sanchez: thank you, mr. speaker. while my colleagues on the other side of the aisle press forward with their partisan gimmicks, 800,000 young people are still holding their breaths. with time quickly running out, they are wondering what their futures look like without daca. will they lose their jobs? will they have to drop out of college after they've already paid tuition? will they live in fear that i.c.e. will be waiting for them at any corner? all these fears can be eliminated if republican leadership allowed a vote on the bicameral, bipartisan dream act. passing the dream act will help our country reach the goal of 3% economic growth. the dream act would allow them to continue improving themselves and their education. in the process, they would add 7 -- $728 billion cumulatively to our economy over a decade, due to an education bump. the dream act would allow current teachers, nurses, soldiers, engineers, high school and college students, and hundreds of thousands of others to continue contributing to our economy
