mr. schiff: we don't have that expectation anymore as americans. mr.osta: do you have the speaker's blessing to examine this? mr. schiff: i think the speaker recognizes the need to put into law protections that we thought were so obviously and so well-established as norms that we didn't need to make law. we are looking at those very issues right now. some of them -- some of them implicate the emoluments clause and the enforceability of the emoluments clause. we are looking frankly, this may be among the most important issues, how do we accelerate the use of our process? when off president who is stonewalling, opogse all oversight, how do you accelerate so you can get a decision quickly? do we need to bring back inherent contempt? do we need to bring back powers the congress once exercised that we didn't think were necessary but now, you know, we see with this president, a president who is, i think, unmoored by ethical considerations or, you know, respect for a system of checks and balances. mr. costa: you mentioned something at the top, there are a lof

mr. schiff: we are. i think the evidence is so weighty that the justice department needs to consider this. his testimony, which i can discuss because it is public record now, was that his meeting in the say shalz with this russian banker was purely by chance. he just happened to be there and his hosts suggested, he just happened to go there for about a day and have a chance meeting with this russian banker. well, we know from the mueller report now that that was no a -- not a chance meeting. that he had preparatory materials about him before he left. that he had discussions about it with mr. bannon before he left. we know there were communications after he returned. he was also asked whether he was attempting to establish a back channel for the trump transition or campaign, which he also denied and it's clear from the mueller report that that was false and misleading. so in very material ways, i think the evidence strongly suggests that he willingly misled our committee and the justice department needs t

mr. schiff: additional contacts and ask are also itemized. it gives us more information than the public knew about these illicit contacts between the trump campaign in the russians, whether they rise to the level of a criminal conspiracy or not. contrary to what the attorney general represented, the special counsel makes it clear he did not consider collusion as a colloquial term is understood that rather whether the facts amounted to the crime of conspiracy. on that issue, in fact, in the case of the trump tower meeting, he found while there was evidence, he cannot establish two parts of the crime that john dachshund don jr. excepted the help of russian help but he could not establish with admissible evidence either the willful intent by kushner or don jr. or manafort to violate the law or that the material they received was sufficiently damaging to meet the statutory definition. that is a far cry from saying there is no evidence. that is the special counsel's determination that notwithstanding the evidence on this issue involving trump towe

mr. schiff: there are sections redacted in the report, that go to fax that are not being -- not being presented to the public that would shed light on additional illicit contacts with the nature of those contacts between the russians and trump campaign. other sections that are on was completely redacted go to the prosecutorial judgment. and that is when the special counsel looked at the evidence of conspiracy on these particular incidents, and particular wiki leaks and the disclosure of that information, the contacts between the trump campaign and wikileaks, the sections on the exercise of that prosecutorial judgment, why the special counsel concluded what the council did had been largely redacted. and we need to know that information. we will be seeking a complete and unredacted report so that we can do our proper oversight. one other matter that is important to point out, and that is that as a special counsel makes clear in the report, the counter intelligence findings are not completely included in this report. that in fact that they were -- there were fbi agents embedded in the team who wer

joining us now to talk about that is democratic congressman adam schiff, he is the chair of the house intelligence committee. mr. chairman, thank you so much for being with us and helping us understand what could be a turning point, a split between the mueller investigators and the attorney general's office. let me read you part of this story. the special counsel's investigators had already written multiple summaries of the report. their own summaries. some team members believe that barr should have included more of their material in the four-page letter he wrote on march 24th laying out their main conclusions. how do you see that? >> well, we don't know yet whether this represents the majority view of the mueller team, but nonetheless it's very concerning. you would expect that in a report that's 400 pages long that there would be a summary or summaries of the findings and it is, i think, significant if that's the case that the attorney general irrigated unto himself to write his own summary rather than using the ones that the mueller team may well have expected to be made public. those summaries may be among
