mr. schock: thank you. i share those observations and would like to take the opportunity to share some of my own. first, let me say that i thought the trip to israel reinforced what i had already known, and that was that the israeli citizens want peace. i saw this message on the faces of young soldier, i heard a passionate and thoughtful cry for peace in prime minister netanyahu's words and i prayed for peace with israelis as they ended their prayers on shabat. i found that like every nation in this world, israel is a nation of contrasts. specifically, it's a land hemmed by unambiguous borders, yet filled with lines that have been blurred beyond recognition. new and old, the a owe logical and the military -- the aa logical and militarily strategically, all bundled together until each lost its idebitity and became part of the -- of the same interwoven fabric. each day's itinerary was left with life-changing events. the oppressive heat which hit me when i stepped off the bus steamed challenge my ideas about i

mr. schock and you have five minutes. you may proceed. >> thank you, mr. chairman, and i guess in response to some of the concerns raised i would only say that, you know, i think that most of us agree or at least i agree with the comments that were made earlier that health care premium costs are a function of reimbursement rates, and so, it is disingenuous to compare a government plan to private plan when a private plan cannot control for costs and a government plan can. in other words, in a truly static system where all reimbursement rates are set at a medicare or medicaid reimbursement level, the system then would be forced to control their costs either by reducing quality or reducing options. i think that for those of us who share the concern of the movement towards a single-payer system, it is clearly focused on the quality of the care that the patient will receive and continuing the progress that this country and this health care system has made over those countries with a different plan in in terms of the innovation and technology here in the country

mr. schock, thank you. the chair recognizes mr. cummings. >> you know, as i was sitting here listening to you all, i was saying to myself. boy, they sound real nice. i mean, it sounds like everything rosy and it is amazing the people who sat here yesterday. made us -- said some things that i thought were very damaging to the what you all do everyday. i am not talking about you all individually, of course. and the thing i guess that i'm just sort of wondering about and they made a big deal of this whole denial of claims. i specifically asked them the question about whether they felt that things were worse or better since the clintons tried to get through health care reform, and they said that they were far worse. we are guard to denial of claims. and so, mrs. farrell, i am going to go to you, because for one reason, because you have said something that interested me. you had talked a little bit earlier about claims that there were no, there was no one, that only -- well, maybe it was several of you said that only doctors deny claims

mr. schock: i rise today to connect three dots for my colleagues, yesterday's vote, today's vote and a votey, i joined with a majority of this body in voting to extend unemployment assistance for an additional 13 weeks for american citizens. i cast this vote because unemployment in my state in illinois is now over 10.4%, the highest it's been in over two decades. the transportation industry in this country has hit -- has been hit even harder. in august of this year, unemployment within that industry climbed up over 16 1/2%. there were over one million fewer construction industry jobs this august than the prior august. now we took a vote on february 13 that was supposed to have alleviated this need. the american recovery and reinvestment act, known as the stimulus bill, was supposed to create or save 3.5 million jobs and hold the u.s. unemployment rate below 8%. ladies and gentlemen, it's clear to this body and also to the american people that the stimulus bill has not done its job. then again, the stimulus has not had a chance to make improvements in the construction industry and its unempl
