mr. scott: mr. speaker, i rise in support of s. 3486 because it will decrease the barriers that u.s. innovators and businesses confront when they pursue patent protection in foreign countries. specifically, the legislation will standardize the application procedures of the u.s. patent and trademark office and will make them consistent with the hague agreement concerning the international registration of industrial designs known as the hague treaty and the patent law treaty. the bill implements the hague and patent law treaties which was ratified by the senate unanimously on december 7, 2007. unfortunately neither of these treaties have yet to take effect in the united states because we have not passed implementing legislation. this bill addresses this problem in the following aspects. to begin with, the bill standardizes the application procedures so they're consistent with the procedures in other countries in a are signatories to the treaties. under current law, u.s. designers must file separate ap

the chair recognizes the gentleman from georgia, mr. scott, for five minutes. mr. scott: thank you. ladies and gentlemen of america, every day i'm on the floor i can't help but be reminded facts are a stubborn thing and i simply want to talk with you about the fact today. you see the president and the democratic leadership spent the last four years blaming george bush for driving our economy into the ditch. now as president obama drives our economy toward the fiscal cliff, i'd like to share with you some remarks he made during his fiscal responsibility summit held on february 23, 2009, at the white house. the president said, and i quote, we cannot and will not sustain deficits like these without end. contrary to the prevailing wisdom in washington, these past few years, we cannot simply spend as we please and to further consequences to the nks budget. the next administration or the next generation. we are paying the price for this budget right now. he continued, in 2008 alone we paid $250 billion in interest on our debt. one in every 10 taxpayer dollars. that is more than three time

mr. scott: thank you very much, mr. speaker. i rise to join some of my fellow colleagues in recognizing and honoring a distinguished gentleman serving in the congress of the united states, who is the chairman of the congressional black caucus, and that is representative, reverend emanuel cleaver. god has a way of having the right person serve at the right time in the right place. and we have such a person in our chairman, chairman cleaver. for chairman cleaver took office at a time of great turmoil and tumultuous. this -- tumultuousness. this country was experiencing and at the height of perhaps the most devastating financial crisis since the great depression, and chairman cleaver turned that situation into a tremendous positive. by bringing his insightfulness and by helping to share with the entire nation that while we did have great economic calamity, for every sector in our economy, nowhere was that damage as greatly felt as in the african-american community. and we were blessed to have a chairman that could articulate it wit

mr. scott: i rise in support of the foreign and economic espionage penalty act. the house passed this and senate recently passed this by unanimous consent. mr. speaker, h.r. 6029 will increase the maximum fines that may be imposed in economic espionage. it consists of knowingly misappropriating trade secrets with the intent or knowledge that it will benefit a foreign government. as reported by the coordinator, the economic espionage is a serious threat to american businesses and foreign governments. this represents a significant cost to victim companies and threatens the economic security of the united states. this crime inflicts loss of intellectual property, loss of expenditures related to research and development and loss of future receive news and profit.
