mr. scott: mr. speaker, i rise in opposition to the amendment and yield myself such time as i may consume. the intent of this bill is to keep loan interest rates as low as possible for two reasons. get financially distressed plans back on their feet, and maximize the chance for full repayment of the loan. c.b.o. estimates that under the provisions of the bill, the cost of the loans after some defaults will cost less than $60 billion over 30 years. much less than the hundreds of billions of dollars if we do nothing. this bill specifies an interest rate to be around the 30-year u.s. treasury securities rates with a 20 basis point increase to cover cost of administration. those plans that elect to repay the loan principle on an accelerated schedule, there is an incentive of 50 basis points reduction in the interest rate. the bottom line here is that the -- this is not a program from which the federal government intends to make a profit. the u.s. chamber of commerce and business round table and many emp
