mr. rick scott, saying, i have the right, i have the right to do so-and-so, well, you know, i'm sure maybee individuals are saying well i have the right to go outside and be in a pool. the problem with that line of thinking is that when you practice your rights, somebody else is going to have to pay the consequence of that behavior. and i of course thinking about the many people around those individuals who will get infected, because as dr. birx said and dr. fauci has been saying months ago, we now have asymptomatic transmission of this virus, and then as a result, going further downstream, and i think about two to 14 days down the road, the incubation peer, my fellow health care workers, nurses and doctors, are going to be seeing a surge of patients, who are infected, and sick, who need to be intubated. we have already been through that hellish period here in new york state and i'm concerned that's what we're going to be seeing in other parts of the country. >> and it is a strange thing, for something like a basic recommendation to keep yourself and your loved ones alive, has become polit

mr. sanchez. >> hello. scott sanchez, planning department. so just a couple of facts. from my understanding, there was, you know, very certainly a violation with regards to the short-term rentals. i think staff identified more than a half dozen listings. staff noted in their work that the listings were subsequently changed to 30-day rentals. there certainly is a very clear pattern of abuse on the property, from a ground floor illegal unit to this dwelling unit on the third floor to the fact that this hood was removed. maybe the appellant can provide a response as to when that was done because that was not done when our staff visited the site. our staff also did not observe any evidence of a door at that lower kind of second floor vest -- vestibule because mr. patterson said quite frequently it did exist. i'm in frequent communication with my staff, and they indicated no such thing, that they were told by mr. patterson or the property owner that that had existed, and that was removed. i don't know that that would make a difference in our determination as to the authoriz

scott: thanks, mr. chairman. after the financial crisis, banks were instructed to up their capital, so they could weather an economic shock. what kind of steps do you think we need to take for the economy writ large to make it more resilient to this kind of shock? chairman powell: can you just say that last part? you're a little bit low volume. scott: yes. what kind of steps could we take to help the economy as a whole be more resilient to this kind of shock? chairman powell: you know, this is an extraordinary, extraordinary shock, unlike anything, certainly, that's happened in my lifetime. and a couple of things come to mind. so, i think the time will come for a careful assessment of the answers to those questions. it's early to be asking them. we're still putting out the fire. we're still trying to win. and i think we'll be at that for a while. but i'd point to a couple of directions. we worked hard to strengthen the banks, much higher levels of capital, liquidity, a far greater sense of what the risks are they
