we bring in the great scott redler. mr.ler some months ago you took some cash and put it into the s&p. that was a good trade. right now what do you do with cash you have at the moment? >> depends on your time frame, i always said if you're macro investor you put money in every single month. this will help your average cost. i did it in the intermediate cash account three different times. s&p was 4 270. i went whack at one tier, people in cash, one tier goes to work. everyone talking if reset of 3640. that is where the second-tier goes in. if we break that potentially, we get market discovery. that is where you do a third. historically over time the bull market wins. if you do it in s&p funds, doing it with stocks, that is another story. trade for a living like i do, five up days into the binary event, have to be long or very light today with some hedges. that is how i tried to have my community as well. liz: scott bauer, tell me about the options market, where you're seeing the flows, what that should tell our investor audi

well joining us to help look at the history of the filibuster is scott bomboy of the national constitution center in philadelphia, mr. bombboy. how long is the filibuster been a part of the american? political system well, i think in some form. the filibuster or delaying taxes tactics have always been part of our system even back to the founder's day, but really the 1880s was cutting the kickoff of the era a very active and constant filibuster's and how did that why was it the 1880s and and who began it? well, there's a very long story behind that filibustering goes back to the roman times. julius caesar and cato the younger had a very famous filibuster dispute where cato kept walking out of the room and senate and there is very dilatory tactics back. then there's the presence of delaying tactics even and preconstitution era the english parliament had to put rules in but really for the senate was really the 1840s was to kick off a full of stirring there the house at that point had actually a limited eliminated his filibuster rules. so you cannot filibuster and the house but the senate had filibuster's before the civ

mr. the others get away scott free on this question. how can we ensure tax incentives and other resources meet the unique and growing housing needs of our seniors let me say that again. how can we injure the taxes meet the housing needs of seniors? >> thank you for that question, senator. i think you are raising a couple of really important points that elevate the unique situation that we are in related to supply and demand and specifically how the issue of supply and demand is causing other issues around lack of access, lack of affordability. i think the reality right now in this moment as we think about the tax incentive, than we think about all of the options in front of us. there's a couple of things worth elevating which is one, being able to lower the threshold when we think about private activity bonds knowing that there is a restraint that a lot of communities are feeling around that. when we think about low income housing tax credits, we know what works. we've seen success with that. we also know when we think about the lack of
