sheehy: so moved. hearing is filed. mr. clerk, could you call item number 2, please? >> clerk: 2, hearing on the city's overall diversion rates, reviewing how the city plans to achieve 0 waste, if not by 2020 as publicly discussed. reviewing the methodology for calculating the diversion rate and plans for increasing overall diversion. >> supervisor sheehy: thank you. i'll turn it over to my colleague, supervisor safai. >> supervisor safai: now get down to the dirty work. just want to see if everyone was listening. a lot of people are not necessarily excited about waste, but if we are really thinking about the planet and our future, waste is something that all of us deal with on a daily basis, and produce on a daily basis. and i had the great fortune of working with the front line workers in this industry, both the teamsters and the janitors, responsible for dealing with the waste. a decade ago, i know we are going to call up director rafael from the department of the environment. over a decade ago we started this conversation about mandatory recycling and composting.

mr. reiskin. i appreciate your response. >> supervisor cohen: supervisor sheehy? >> supervisor sheehy: again, on the crossing guards, are we sure that 20 will be enough? i know in my district, i walked with a mother at school drop off at fair oaks and 24 who had been run over with her five-year-old daughter. both of them had been hit by a car. so in that reality, this is just a small part of your budget. it's 2.2 million. we went and we opened sanchez school with mayor lee -- everett school on sanchez, everybody was out, watch for kids, and they were a crossing guard down, and i don't think they've ever been filled. i heard supervisor fewer say there were a number of schools in her district that don't have crossing guards. i just -- i feel like -- it would be great to know that every school -- i guess what i'm looking for is a commitment that every school in the city that needs crossing guards will have crossing guards. i mean that's what i'm really looking for. and if you overbudget, and you don't need as many as you might need, but so many schools -- like, the s

mr. clerk, the item two is the safety of the drinking water and testing standards for san francisco groundwater supply project. >> i will turn it over to supervisor yee. >> thank you very much chair sheehy. colleague, today i am holding a follow-up hearing from the first hearing on may 24, 2017, on this safety and testing of the san francisco public utilities commission groundwater supply project, which blends water with groundwater. i originally called a hearing last year because i heard from several constituents citywide regarding their questions and concerns with regard to the safety of the blended water. starting in april 2017puc began testing very small amounts of blended water. which impacted districts one, two, four, seven, and 11. and as background, p.u.c. spent a decade testing the use of ground water in the supply. we requested the p.u.c. to slow down the blending amounts and continue testing. originally they planned to pump one million gallons per day for the first full year of operation which would have been about 3% of the water supply in the sunset and central reservoirs. however, as p.u.c. will tell us today, they have significantly scaled back the blending amounts to les
