mr. shuster. the chair: the gentleman from pennsylvania is recognized for two minutes. mr. shuster: i thank you, mr. chairman. i rise in support of h.r. 3, the northern route approval act, which allows construction of the keystone x.l. pipeline, and i'm happy to say it passed out of the full committee on transportation and infrastructure on may 16 with a bipartisan vote of 33-24. and my good friend from california is right, when is enough time enough? my good friend from west virginia asks, what gives us the right and what gives us the right is the constitution. the house of representatives, the senate, the legislative body to pass laws, to move things forward and five years is way too long. we need to develop the energy in america. we need to bring energy from our good friends from canada, and this all adds to the regulatory burden that this administration has put on us. so this pipeline is the lifeline of power of nearly all of our daily activities. the hallmark of america's 2.5 million pipeline network is that it dwribts volumes of product reliably, safely and economicall

mr. shuster, who is chair of the transportation and infrastructure committee, does want to do something. we ought to be thinking about precisely the sector that you have mentioned, the sector that creates jobs. that's what we have to do for the crumbling parts of our country which turn out to be the parts underground where our water and sewers are and the parts above ground where we drive to and fro work every day. mr. garamendi: if the gentlelady would suspend and yield for a moment. you are exactly right about the infrastructure, we need to build it. i notice our colleague from ohio has joined us. and last time we were on the floor, we talked about these issues. so if you would like to carry on here for a while -- >> -- mr. ryan: i would like to support what the gentlelady that been saying. this is bread and butter, this is 101 economics and how you get the economy back up and running. and at a time when we have these high unemployment numbers for the building trades and the construction trades, what a shot in the arm. and i think this is the essential point, this work needs to be done

shuster, chearm. the speaker pro tempore: referred to the committee on appropriations. under the speaker's announced policy of january 3, 2013, the chair recognizes the gentleman from texas, mr. gohmert, for 30 minutes. mr. gohmert: thank you, mr. speaker. i certainly appreciate and agree with the gentleman's concerns about the failure of the administration to secure the border. we're quite aware that the border did not get as secure as we would have hoped under the prior administration. but there's no excuse for not getting it done now. and especially when the claim is made that we'll secure the border when you basically give am left iny to people that were already -- amnesty to people that were already here. that's like putting the cart in front of the horse as the cart's going off the clitch. it's a problem -- cliff. it's a problem. there are other problems, as, mr. speaker, you have surely noted with regard to this administration. an article that came out today, may 17, from the daily caller points out that the homeland security guidelines advised deference to pro-shari'a muslim supremacists. and of course, mr. speaker, we're familiar with the fact that homeland security
