mr. spanier, curley, and schultz to report the incidents to the department of public safety, and then the decision on february 27 not to after talking to mr. paterno, you have to peel back the layers of that and say was there a conspiracy beyond the alleged perjury. was there a conspiracy to obstruct justice? >> so obviously, joe paterno isn't here, but certainly his estate is. do you think that that is at risk? you alluded to that before. >> i do think that it's at risk. i do think that these victims through their lawyers are going to look for deep pockets. that's what they should be doing. and while they are looking, they can only look to the university which has the deepest pockets of all, but there is certainly a lot of money in paterno's estate. although paterno is not here obviously to defend himself, and he cannot come forward and say, well, it's not what it appears it be, the reality is that these plaintiffs' lawyers in doing their duty are going to go look and they're going to look and dig hard. sandusky doesn't have any money. so those are the two places to go. >> it is disturbi

mr. spanier, schultz, paterno, and curley never demonstrated through actions or words any concern for the safety and well-being of sandusky's victims until after sandusky's arrest. >> national correspondent susan candiotti in philly for us. susan, let's talk about specifics here. what exactly did louis freeh find in his inquiry? >> reporter: i'll tell you, he found so many things but among his key findings, i must say, it's impossible to walk away from reading this report, from attending this news conference, without forming an impression that those four top officials, including coach joe paterno were not involved in a systematic coverup of serial child abuse. that is what louis freeh found. now, among the key findings, let's look at some of them. i think we have a graphic that sums it up. that they repeatedly, the school did, these top officials, concealed facts. that there was no attempt to investigate the 2001 incident, no attempt to find the victim in that case, no concern for children's safety. and kyra, i will tell you this, those e-mails that were leaked to us a couple of weeks ago

spanier, the former president, to tim curley, the athletic director. mr.chultz, the names go on and on. we already know that mr. schultz and tim curley will be facing criminal trials for having failed to report the 2001 assault and then lying about it under oath. now as a result of this report, do you see that the criminal investigations, or at least the charges, may be broadening out. not just involving those that i name but others as well. >> i think so. i think the top dog at penn state wasn't joe paterno. it was the president of the university. and at this point, you have two charges against the athletic director and vice president. look, based on the louis freeh report, there is evidence that surfaced including evidence from janitors who back in the late 1990s knew about what was going on. scared to death about doing anything about it. yeah, i think it really does go all the way to the president. there are e-mails that certainly surface going back to the grand jury. i think the former president also faces issues. frankly of joe paterno were alive, he

mr. freeh, tim curley, the former athletic director and the former president graham spanier had decided tosandusky to the department of public welfare. before that, curley wrote in an e-mail. after giving it more thought and talking it over with joe yesterday, i'm uncomfortable with what we agreed were the next steps. obviously then at that time they decided to not go that far. obviously, the e-mail makings it sound like your father agreed with not reporting sandusky. do you think your dad felt some sort of level of protection that before going forward with something like this he'd want to have seen it himself. something that can explain that seeming reticence? >> i don't think there was any reticence at all about reporting it. i think what joe is simply stating is, look, we have a -- somebody is reporting something to us that is alleged to have happened. we ought to at least talk to the person who's been accused. that seems to be the tone of the e-mail when you read the entire e-mail. there is no way -- i think there were some conclusions drawn by the freeh commission as to what that word
