mr. speaker, i thank the gentleman. mr. speaker, i say to the gentleman that the belief on our side is that the purpose of the war funding bill should be to provide our troops with the support they need not this controversial global bailout money. mr. speaker, i'd say more than that what we believe is currently from the reports is that the bill would eliminate $5 billion from the defense spending directly for our troops and provide that $5 billion credit towards the guarantee that the united states would have to provide to the i.m.f. mr. speaker, even further we understand that in this provision in the bill, in essence we would be providing for more money for foreign countries in terms of a global bailout than we would be for our own troops. even more troubling part to many of us, mr. speaker, is the fact that the i.m.f. program allows eligibility for countries like iran, venezuela, zimbabwe, burma, and others. and that these countries, mr. speaker, are not necessarily in pursuit of policies that help the national security o

mr. speaker, i yield three minutes to mr. schock. the speaker pro tempore: the gentleman from illinois is recognized for three minutes. mr. schock: thank you, mr. speaker. last night i offered a simple amendment to study the economic impact of this body delaying the enactment of the colombia free trade agreement. while majority accepted my amendment, it was clear that my amendment would not be included in the final version of the bill. and as such, i requested a recorded vote as is my right as a member of the house of representatives. this right was then denied to me by the majority. this goes directly against what the speaker said in her new direction for america and i quote, every person in america has a right to have his or her voice heard. no member of congress should be silenced on the floor, end quote. i had an issue that i thought should be included in the bill and i have a right to try to amend the bill to include this provision. i follow the majority's requirements, jumped through all of their new hoops to offer this amendmen

mr. speaker. it is heartwarming and touching to hear the tribute to phylicia moore by my colleague from new jersey, a very tching, well-deserved tribute. this bill obviously is borne out of the noblest of intentions and came unfortunately if from a tragic consequence. obviously the intention here is to safeguard our schoolchildren. could there be any more noble intention? the effect, though, unfortunately, is to further take the federal government into the local schools. we've already intruded greatly into the local schools, and tell them what they must do. initially it's to come up with a plan. there should be a plan. there should have been a plan. there should have been more direction from the local school, from the school board, i know from my own circumstances growing up, going to school in a public school, school board wouldn't allow us to take two-week trips, and had anyone been allowed to take such a field trip, then they would likely have been defeated in the next school board election bec
