mr. speaker. mr. speaker, with only six legislative days left before the congress departs for august recess, i'm increasingly concern we will not learn the answers to any of the questions i have raised over the past week before the one-year anniversary of the attack on benghazi, if ever. this is due in large part to the secretive nature of the investigations to date. most of the key hearings on what happened that night in benghazi have happened behind closed doors in classified settings, including a june hearing with general carter hamm. that is why i was surprised to hear comments made by general hamm at the aspen security forum where he spoke freely about the u.s. response about the attack. does it bother any of my colleagues that general hamm can publicly speak about the military's response at a forum in aspen, colorado, where the tickets, the tickets were $1,200? the american people should not have to pay $1,200. yet, his testimony was behind closed doors. according to a cnn report, by the time an

mr. speaker. mr. speaker, entire neighborhoods in my city of chicago are being torn apart by violence. last week from wednesday evening through sunday evening more than 70 people were shot in chicago. 11 of them died. st year over 500 people were murdered in my city. of these murders, 80% were gang related. and nearly 90% were at the hands of a gun. the numbers speak for themselves. the city of chicago is facing an epidemic of violence and the reason behind it are clear. there are many ideas to solve this problem. one, rounding out 18,000 members of the gangster disciples is simply not legally or financially feasible. what is feasible and significant way to stop gun violence in my city is to stop the flow of illegal guns into chicago. one reason the violence is at record levels is because gang members have such easy access to illegal guns. it's time for the federal government to step in and do something about it. despite the city's tough gun laws, chicago cops are recovering illegal guns at nine times

mr. speaker. let me commend congressman schiff and the 185 members who voted today to restrict the authorization for the use of military force. today's vote is a very important step in our effort to repeal this overly broad blank check to wage war anywhere, at any time, and for any length which of course i could not vote for september 14, 2001. i have a bipartisan bill which would repeal the authorization to use military force and doing so would provide congress an opportunity, finally, a long overdue opportunity to have a meaningful debate about our constitutional role in declaring war. last year, last week, excuse me, i released a public report if the congressional research service citing 30 instances where this resolution has been invoked. most americans and of course my colleagues in congress would be surprised to know these activities include deploying troops in ethiopia, djibouti, the philippines so malia and i could go on and on. it also justifies conditions at guantanamo bay and warrantles

mr. speaker. mr. speaker, over the last two weeks i raised a series of questions focusing on the attack of the u.s. consulate in benghazi as well as washington's response or lack thereof. today, little is known why ambassador stevens was at the u.s. consulate in the days leading up to the anniversary of 9/11. even less known is about where the other american facility in annex.i was the c.i.a. how many people worked at the annex? of these how many were direct agency employees and how many were contractors? what was the ratio of c.i.a. staff to security contractors? why was their facility operated by the c.i.a. in benghazi? perhaps it was to secure weapons in the wake of the libyan revolution. as early as 2011, "national journal" reported that, quote, the u.s. is also planning to ramp up money to secure the -- surface to air missiles and gaddafi's ted from stockpiles. a senior state department official said clinton will tell libyan officials that the u.s. contribution to these would go up to $40 million,

mr. speaker. mr. speaker, today i ask my fourth question in a series of unresolved issues surrounding the benghazi terrorist attacks. with only eight more legislative days before the congress departs for august recess, i'm increasingly concerned that these questions will remain unanswered by the time we mark the one-year anniversary of the benghazi attacks the week we return from recess in september. that is why i continue to raise these questions to provide the american people of a better understanding of how little we really know about this incident, despite nearly a year of investigations and multiple committees. unless these questions are answered by the committees, or rather by a select committee focused on benghazi as i have advocated for more than eight months, the american people will never learn the complete truth. today i am pleased to share one piece of good news before i raise the fourth critical unanswered question. at my request today, the house state and foreign operations appropriations

mr. speaker. i rise today as i have before on behalf of the many families victimized daily by the persistent gun violence in their communities. as a nation we shutter at tragedies like the newtown shootings. it left a mark on our collective conscious. yet, sadly every day deadly gun violence occurs every day in urban america, often without the same media coverage. since newtown over 6,000 americans have lost their lives to gun violence. still, congress has yet to act on commonsense gun reforms that would save lives. every life lost, regardless of zip code, is a tragedy. t's age easy to get angry. instead we need to turn our anger and frustration into action. in my three months in congress i've introduced three commonsense gun bills that will help make our communities safer. though federal legislation alone cannot stop the gun violence epidemic, it's a tep in the and s right direction. i urge my colleagues to co-sponsors these bills and stand with me against gun violence. i yield back the balance of

mr. speaker. during the financial services committee hearing. we went for approximately three hours during the hearing and i noted that the debt clock was at $17 trillion, so many billion, but it was at about $195 million. and i watched that debt clock throughout the time that mr. bernanke sat at the desk. and after about three hours we had accumulated in this country an additional $400 million in debt. i waited patiently because i had a question that i wanted to ask chairman bernanke. and i watched the numbers go up and i watched the numbers go up. and i turned to one of my colleagues on my left, mr. mchenry, who serves very honorably from the state of north carolina, and i said, take a look, mr. mchenry. the debt has increased over $50 million just since we got started. he said, are you kidding? i said, no, it really has. take a look at the clock. and i looked. pretty soon it was $75 million. then it was over $100 million. and it grew and it grew until in hree hours' time we added $400 million to
